On April 1, 2023, a Common Regulation change comes into effect: hague_2023_2.pdf (wipo.int)

This will impact the IB to Office communications by adding three new transactions in the Bulletin XML.

These three transactions also depend on an upgrade to ST.96. ST.96 version 7.0 will now be used for producing the Bulletin.

Change 1: Three new transactions in the Bulletin: appointment, change in name/address and revocation of representative

Change 2: Version 7.0 of ST.96

Bulletin (FTPIRD)

For Offices who retrieve data from the public FTP website, changes will occur as of April 7, 2023 (Edition 14 of the Bulletin).

The structure and content of the FTP folder will change as follows:

• The root folder will continue to include DTD version (Sunset - to be decommissioned)
• ST_96_V_4_0 will continue to include ST.96 V4.0
• ST_96_V_4_0_test
• ST_96_V_3_1 will be discontinued (no longer populated with new files)
• ST_96_V_7_0 will now include the ST.96 V7.0
• ST_96_V_7_0_test will include test files for the ST.96 V7.0

Moving from V4_0 to V7_0

For Offices who receive IBtoOffice confidential copies of international registrations, the current XML headers points to V4_0.

As of Edition 14/2023 (April 7), the XML headers will start pointing to V7_0.

There will be no other changes to the data structure other than the addition of the three new representative transactions (see above).
