I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN INDUSTRIAL DESIGN INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE

Information on the following topics is desired:

The development of the intellectual property system is one of the priorities of the Government of Georgia. This also includes the introduction of modern standards and approaches—envisaged by both international and EU legislation into Georgian legislation. In this context, based on consultations with intellectual property experts, a draft amendment to the Law of Georgia on Designs has been developed, which is planned to be adopted in 2025.

These amendments aim to improve the legislative and institutional framework for designs in Georgia and harmonize it with EU legislation. As a result of these changes, the examination and legal protection of designs will be enhanced, and the powers of the Appeals Board—an entity under Sakpatenti that reviews disputes will be expanded. In addition, Sakpatenti will introduce a system of re-examination of designs, which will enable faster resolution of disputes regarding the invalidation of designs. This will help the parties avoid lengthy court proceedings and will contribute to the overall improvement of the design protection system.

II. SERVICES AND ACTIVITIES RELATED TO INDUSTRIAL DESIGN INFORMATION CARRIED OUT BY THE OFFICE

An application for design registration at the Legal Entity under Public Law – National Intellectual Property Center of Georgia, Sakpatenti, can be submitted either in physical (paper) form or electronically.

In case of electronic submission of an application, a 20% discount on the fees established by Georgian legislation is applied, which encourages the use of the electronic filing system.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO INDUSTRIAL DESIGN INFORMATION CARRIED OUT BY THE OFFICE

The Legal Entity under Public Law – National Intellectual Property Center of Georgia, Sakpatenti, has implemented an electronic case management system through which applications are received and processed.

In 2024, an upgrade of the electronic case management system was launched. This upgrade covers all areas related to intellectual property and also includes changes to the payment process within the electronic system.

The completed and planned technological upgrades will enable enhanced user experience, the creation of a flexible and automated system, alignment of intellectual property services with international standards, and strengthened data security.

V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF INDUSTRIAL DESIGN INFORMATION

To promote access to and effective use of design-related information for users, Sakpatenti carries out the following informational and promotional activities:

The structural unit within the LEPL National Intellectual Property Center of Georgia – the Department for Service Development and Citizen Services – provides daily consultations on design protection issues to interested parties. Individuals can obtain information on designs either online or in person at the office.

Sakpatenti’s Intellectual Property Education and Training Center regularly integrates all innovative information related to designs into its educational activities and materials. For example, the general course on intellectual property – DL101GE – has been available in Georgian since 2018 on the distance learning platform of the World Intellectual Property Organization (WIPO) Academy. The course includes a dedicated module on designs, covering the importance of design protection and its strategic use.

As of July 2025, a total of 3,790 individuals have registered for the course, more than 1,500 of whom have successfully completed it and received an internationally recognized certificate

VI.INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF INDUSTRIAL DESIGN INFORMATION

Sakpatenti, on the one hand, has access to EU and international databases, and on the other hand, also provides information on designs protected in Georgia.

The data is supplied to the World Intellectual Property Organization’s search system – Global Design Database, as well as to the DesignView search platform.
