In Georgia, relations concerning the protection of inventions are regulated by the Law of Georgia on Patents. In recent years, fundamental legislative reforms have been implemented to improve Georgia’s patent system.
In 2023, amendments were made to the Law of Georgia on Patents based on the requirements of the European Patent Convention (EPC) and the Patent Law Treaty (PLT). These amendments updated and clarified key aspects related to inventions, including: the criteria for patentability, the rule on publication of a patent application 18 months from the priority date, the stages of substantive examination, and the mechanisms for patent invalidation. The implemented changes support the existence of a transparent, efficient, and internationally compatible patent system.
The amendments to the Patent Law laid the groundwork for patent attorney reform in Georgia. In 2024, the Parliament of Georgia adopted the Law on Patent Attorneys of Georgia, which defines the procedures for granting and registering patent attorney status, their professional rights and obligations, and establishes ethical and qualification standards. The law introduces specialization in general and trademarks, regulates the obligation of continuing professional education, and defines the requirement for mandatory professional liability insurance. The law also provides for the establishment of a Patent Attorneys Association and introduces new principles and procedures for conducting qualification examinations. The patent attorney qualification exam will be held by the end of 2025, representing a significant step towards establishing a professional institution aligned with European and international practice.
As of 15 January 2024, the Validation Agreement signed on 31 October 2019 between the Government of Georgia and the European Patent Organisation entered into force. This agreement establishes the legal basis for validation of European patents in Georgia and stipulates that European patents granted by the European Patent Office shall, upon request for validation, have the same legal effect as national patents under Georgian legislation.
Since 2024, the National Intellectual Property Center of Georgia (Sakpatenti) has been receiving European applications for which validation in Georgia has been requested.

At the National Intellectual Property Center of Georgia – Sakpatenti, an application for a utility model or invention may be filed either in material (paper) form or electronically.
In the case of electronic filing, a 20% discount on the fees established by Georgian legislation is applied, which encourages the electronic submission of applications.

At the National Intellectual Property Center of Georgia – Sakpatenti, an electronic case management system is in place for receiving and processing applications.

At the National Intellectual Property Center of Georgia – Sakpatenti, the Service Development and Citizen Services Division, a structural unit within the institution, provides daily consultations to individuals interested in patent-related matters. Interested persons can obtain information on inventions and utility models both online and in person at the office.
To facilitate access to patent data and innovation tools and to support their effective use, Sakpatenti, within the framework of its bilateral cooperation with the European Patent Office (EPO) and in support of the implementation of the Validation Agreement on European Patents, has ensured access to the EPO’s PATLIB training platform for three Georgian universities:
Sakpatenti’s IP Education and Training Center systematically integrates patent information into all educational activities and materials related to patents and innovation. For example, the general course on intellectual property – DL101GE, available in Georgian since 2018 on the World Intellectual Property Organization (WIPO) Academy’s distance learning platform, includes in its patent module a dedicated section on the importance and strategic use of patent information. As of July 2025, 3,790 individuals have registered for the course, with over 1,500 successfully completing it and receiving an internationally recognized certificate.
Sakpatenti also offers interested persons a patent information service – a preliminary search, which involves conducting a patent search using both international commercial and non-commercial patent databases, as well as non-patent literature (e.g., scientific publications). The search results and reports help inventors become acquainted with the existing scientific and technological advancements in their field, conduct a preliminary assessment of the patentability of their invention before filing an application, and better plan the next steps such as preparing and submitting a patent application to Sakpatenti.
This service is also important for participants in various grant programs. For example, it is actively used by applicants participating in competitions organized by the Shota Rustaveli National Science Foundation of Georgia and the Millennium Fund.

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.
2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.
3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
