Classification Activities

In 2024, Rospatent contributed to the amendments of the 14th edition of the Locarno Classification and preparation of its 15th edition. As a result, 254 amendments were made to the 15th edition of the Locarno Classification, including four proposed by Rospatent. All changes have been translated into Russian, and the new version of the Locarno Classification was submitted for implementation in all information resources of Rospatent and FIPS.

Acceptance of industrial design applications for consideration is carried out via personal accounts of electronic services available on the Office's website and the Unified Portal of State Services.
Registration of industrial design applications is performed in a unified application and incoming correspondence registration system; data is stored in a unified data warehouse; examination of application materials is carried out within an electronic document management system.
The information system for converting documents from traditional formats to digital prepares documents in modern formats for subsequent formation of electronic application files and examination of documents during the provision of state services.
The unified document repository ensures the preservation of documents and structured data in the WIPO ST.96 standard format as part of providing state services.
The electronic document management system for examining industrial design applications provides access to application files, preparation of outgoing correspondence, control over all lifecycle processes of an application from filing to the examination decision, and monitoring of correspondence processing timelines and examination deadlines.

VI.INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF INDUSTRIAL DESIGN INFORMATION

On March 18-20, 2024, Rospatent participated in the 47th Session of the WIPO Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications.

On July 9-17, 2024, the IP Office participated in the 65th Series of Meetings of the Assemblies of the WIPO Member States. During this period, Rospatent also attended the 44th Session of the Administrative Council of the Eurasian Patent Organization.

On September 30 - October 2, 2024, Rospatent participated in the Interregional Technical Meeting in Peru to finalize the draft Design Law Treaty ahead of the Diplomatic Conference.

On October 21-23, 2024, the IP Office participated in the 13th Session of the WIPO Working Group on the Legal Development of the Hague System.

On November 11-22, 2024, Rospatent participated in the Diplomatic Conference to Conclude and Adopt a Design Law Treaty.

During the 14th International Invention Fair of the Middle East (IIFME 2024) in February 2024, a Russian delegation led by FIPS Director Oleg Neretin held bilateral talks with representatives of the Kuwait Science Club and the Kuwait Ministry of Trade's Department of Patents & Trademarks. Parties presented their activities and discussed potential cooperation, including in science and education.

June 19-20, 2024: A seminar on Intellectual Property and the Protection of Traditional Knowledge and Traditional Cultural Expressions, organized by WIPO and Rospatent, was held at the Far Eastern Federal University in Vladivostok. Discussions included features of various IP objects, including industrial designs.

September 17, 2024: Russian-Venezuelan consultations on intellectual property were held via videoconference, including an overview of national industrial design registration systems and examination practices.

April 26, 2024: During the international conference ERA IP Quorum "Creative Property: Intellectual Economy" (Moscow, hybrid format), a BRICS countries session featured representatives from Rospatent and IP offices of South Africa, UAE, Brazil, China, Ethiopia, India, and Iran. Participants presented their national IP systems, agency functions, legislation, registrable IP objects, key initiatives, and international activities.

December 4, 2024: Rospatent hosted the closing event for the 2023-2024 joint project with the WIPO Office in the Russian Federation, aimed at improving IP knowledge among Russian SMEs. Topics discussed included IP objects such as industrial designs.

ST. 1, 2, 6, 8, 9, 10, 10a-d, 11, 12, 12a-c, 14, 15, 16, 17, 18, 19, 20, 25, 36, 37 and 50 were implemented. Rospatent is also planning to implement ST.92 after joining WIPO DAS.
