Development of patent information activities is addressed as part of the following strategic documents: EAPO Development Program for 2023–2028 (Section 3, “Digitalization of Eurasian Patent Office.”), The EAPO Digitalization Concept until 2030, Comprehensive plan for interaction on information technology issues with the national IP offices of the EAPO Member States for 2023–2028.
The area of patent information will also be significantly boosted by the creation of the Integrated Information System (IIS) of the EAPO, which should replace most of the digital tools currently engaged in the processing of patent data. Patent data extraction in accordance with WIPO Standard ST.96 was implemented in 2025 — the main achievement of the year in adopting WIPO standards; the introduction of legal status event codes under WIPO Standard ST.27 and priority document exchange in accordance with WIPO Standard ST.92 are planned within the EAPO IIS for the subsequent years. It is also planned to significantly expand the number of APIs used in EAPO procedures and data exchange.
All activities in the field of information technology can be roughly categorized into three groups:
Creation of the EAPO Integrated Information System
Since 2022, the EAPO has been implementing a large-scale project to create the EAPO Integrated Information System (EAPO IIS). The project involves deep modernization of all the EAPO’s key digital systems. It will allow the office to move to the most modern technical platforms and at the same time implement the latest generation of global technical standards. In addition, the project involves the transition of all key information systems to a single technological stack, which will improve their level of development and maintenance while reducing costs.
Following the deployment of the technological core in 2024, work on the EAPO IIS continued in 2025, with the focus areas including the system for official publication, search services and the electronic dossier.
Within the framework of the EAPO IIS, the digital services launched on the new platform in earlier years — including the Eurasian Pharmaceutical Register and the Fee and Payment Calculation Sheet for Inventions (Fee Calculator) — continued to be developed and expanded in 2025. In particular, API integration tools were implemented for the Eurasian Pharmaceutical Register, which will enable the verification of the existence of patent protection in third-party services, such as government procurement services; the display of the basic molecule of the active substance and an option for the operator to edit data on national patents were added, and a service for receiving requests from the national patent offices for the inclusion of data in the register was put into industrial operation.
Maintenance and Development of EAPO Information Systems
In general, the office maintained digitalization of its key processes at a high level throughout the year, including those related to the patent procedure. Support for and development of the existing information systems continued in accordance with user needs and changes in the regulatory acts related to the Eurasian patent procedure, and all key systems of the Eurasian Patent Office were continuously refined for the purpose of integration with the new EAPO IIS modules.
EAPO Web Resources
The Eurasian Patent Office continued to develop the organization’s official website and related web resources in the reporting year.
In 2025, the Eurasian Patent Office continued to update and develop the digital services on its official website.
All major digital services of the EAPO website were redesigned in full in 2025: the Publication Server, the electronic patent registers, the electronic gazettes, the Register of Published Industrial Design Applications, the Eurasian Pharmaceutical Register, the Fee Calculator, and the service for calculating the fees for maintaining a patent in force. The updated services are implemented on advanced development tools, ensuring more reliable operation, quick response to user requests, full compatibility with modern Internet browsers, and an intuitive interface designed in a unified corporate style.
Considering that more than half of all Eurasian applications are filed via the PCT route, a new section was also opened on the official EAPO website in 2025, uniting all information on obtaining a Eurasian patent for an invention on the basis of a PCT application.
In addition to external web resources, the Eurasian Patent Office has also focused on developing the internal website used by Eurasian Patent Office staff and populating it with data. The modernization concept of this corporate web resource prepared earlier is being implemented within the next stage of the EAPO IIS development.
EAPO-ONLINE Electronic Filing and Exchange System
The development of the EAPO-ONLINE electronic filing and exchange system continued in 2025. During the year, 7 new versions of the system were released, including 15 significant upgrades; user-satisfaction surveys showed that 91% of users are ready to recommend the EAPO-ONLINE services and 95% highly value the quality of maintenance and support.
Information Support for Eurasian Patent Examination. Eurasian Patent Information System (EAPATIS)
The EAPATIS system is the main tool Eurasian Patent Office examiners use for patent search and familiarization with patent documentation. It is also widely used by the examiners of the national IP offices of the EAPO Member States, leading universities, scientific and technical libraries, research centers, and technological companies of the Eurasian region.
In 2025, the EAPATIS databases continued to be updated with patent documents newly published in the Eurasian region and worldwide, and the retrospective data collections were supplemented as needed. In total, the system’s databases were updated with information on 3,544,306 patent documents over the year.
In 2025, the EAPATIS developers focused on improving the search capabilities available to users: the list of collections supporting Cooperative Patent Classification (CPC) search and the capabilities for conducting searches in the full descriptions of inventions were expanded. In accordance with work plans, a prototype of a new version of the EAPATIS search system, expected to replace the existing system in full, is being developed. The EAPO's internal Patent Search system, closely integrated with EAPATIS, was also improved in line with examiners' proposals, and the functionality for the quality control of searches by supervising examiners was enhanced.
EAPATIS ensures the display of the key information about the legal status of Eurasian patents: validity in each EAPO Member State and the current patent holder.
Implementation and Use of Artificial Intelligence (AI) Tools
Eurasian Patent Office examiners continued their activity with the AI tools previously introduced: automated classification of patent documents in the field of inventions (International Patent Classification) and search for similar applications for inventions and patents. In 2025, the AI-based system for the automated classification of applications for inventions under the International Patent Classification was put into operation.
The Eurasian Patent Office also continued the operation of the WIPO Translate neural network-based machine translation system. The system is used for performing online translations during patent searches and in EAPO’s digital services, as well as for processing large arrays of patent documents uploaded to EAPATIS databases. In 2025, an update of the WIPO Translate system was received from the WIPO International Bureau and deployed by the EAPO specialists on the office's infrastructure: the quality of translation was improved through the use of new language models, and the range of supported languages was expanded.
On 1 September 2025, the Eurasian Patent Office established a Center for the Implementation of Artificial Intelligence (AI) Technologies. The work on AI is being developed in a number of areas, including the Intelligent Examiner Assistant, formal examination, IP image search, patent document search, a regulatory framework assistant, patent classification, linguistic technology and machine translation, patent landscape analytics, and workload distribution and forecasting.
Implementation of WIPO Standards and IT Cooperation with WIPO
One of the main issues in adopting WIPO standards addressed in the Eurasian Patent Office in recent years was the creation of XML schemes for the publication of Eurasian Patent Office patent documents for international exchange in accordance with WIPO Standard ST.96 Recommendations for the Processing of Intellectual Property Information Using XML.
The extraction of data in accordance with the schemes developed was implemented in 2025 and is carried out on the basis of the system for the preparation of official publications within the EAPO IIS.
The published EAPO announcements in the area of inventions have previously been mapped to the list of events of WIPO Standard ST.27, and the final legal status event codes have been formed; their introduction in the publication services is considered as part of the further development of the EAPO IIS.
The EAPO is able to ensure that the genetic sequences submitted by applicants as part of their application files comply with the WIPO Standard ST.26 ‘Submission of Nucleotide and Amino Acid Sequence Listings Using XML’ through integration with WIPO Sequence Validator service. In 2025, a new version of the WIPO validator for nucleotide and amino acid sequences was deployed on the EAPO infrastructure and put into industrial operation; it improves the quality of sequence verification both at the filing and at the examination stage and ensures support for the latest version of WIPO Standard ST.26.
The study of WIPO standards and monitoring their updates took place in the Eurasian Patent Office throughout the year.
In 2025, the Eurasian Patent Office took part in the Name Standardization Workshop (12 May 2025) and the Workshop on Intellectual Property Data in 3D Models and Images (14 May 2025), held by the Committee on WIPO Standards (CWS), and participated in the meetings of most of the CWS Task Forces throughout the year. The Eurasian Patent Office also participated in the 13th session of the Committee on WIPO Standards (10–14 November 2025). At the 13th CWS session, the EAPO delegation presented the office's new developments: the publications preparation module of the EAPO IIS, the service for the digitization of Eurasian applications, and the service for creating the Authority File of Published Patent Documents under WIPO Standard ST.37 with daily reflection of the digitization results; a separate presentation was given on the experience of implementing WIPO Standard ST.96 for both inventions and industrial designs.
In April 2025, the Eurasian Patent Office also took part in the first session of the WIPO ICT Leadership Dialogue (WILD) (14–16 April 2025).
In 2025, two-way API integration with the WIPO CASE system, used to access the results of search and examination, was ensured in industrial mode; a service for the automatic acquisition from WIPO CASE of documents related to specific Eurasian applications is being implemented within the EAPO IIS.
In 2025, the Eurasian Patent Office was successfully certified as compliant with the new requirements of the PCT Minimum Documentation; the verification was carried out by the International Bureau of WIPO, Rospatent and CNIPA. The WIPO International Bureau verified the EAPO Authority File of Published Patent Documents (updated daily on the EAPO website), while Rospatent and CNIPA verified the data distribution formats and infrastructure. To distribute the data, a new SFTP server holding the complete collection of Eurasian patent documents was created. In turn, the Eurasian Patent Office verified the compliance of the data and distribution infrastructure of Rospatent and CNIPA with the new requirements.

In 2025, in the framework of “instant” publication technology, daily updates to the official EAPO Gazette were published on the EAPO web portal at https://www.eapo.org/ru/?publs=bulletin
Eurasian Publication Server
Eurasian publication server provides access to primary publications (including full descriptions of inventions to Eurasian applications and patents), and to information published in the notifications related to applications and patents in the EAPO Gazette, as well as to information on legal status of patents. Access to the server is provided for general public on the EAPO web site. Since its commissioning on 01/01/2014, the appearance of the information about Eurasian patent documents in this information system shall be considered as their official publication. The publication server is deeply integrated with the EAPO IIS publication preparation module (and formerly HIVE publication processing tool) used at EAPO for the preparation of patent documents for publication.
The publication of Eurasian applications and patents was carried out using the technology of instant publication.
Information products and patent document collections available to examiners
When conducting patent searches, examiners used the following restricted access and subscription-based tools: EAPATIS, PatSearch, STN databases, as well as freely accessible ones. In 2025, agreements were concluded on the use by the EAPO examiners of two new search systems: one for searches in the fields of chemistry and medicine, including non-patent literature, and the other supporting the substantive examination of industrial design applications.
The EAPO uses an independently developed virtual patent-information depository comprising of local and external databases of patent documentation and non-patent literature integrated with each other. Access to databases and search therein is realized on the basis of a “one stop shop” policy via EAPATIS. Currently EAPATIS contains over 30 constantly updating databases. Since 2003 the access to the system via the Internet is granted for the EAPO Member States. In 2004-2005 access was provided also to several IP offices of non-member states from the Eurasian region. Local databases are formed by extracting information from bulk data sets received by the EAPO as well as by downloading data from the respective Internet resources of international organizations and national patent offices with subsequent data conversion and arranging it in a unified format, indexing and loading into the database.
The EAPO continued its work on development and creation of a single Eurasian patent information space expanding and updating of the EAPO storage with patent documents belonging to the PCT Minimum Documentation, as well as documents issued by the EAPO and national patent offices of EAPC Contracting States. Expansion of the databases was implemented through processing of information from the CISPATENT collections, and data collections of national patent offices under the exchange program. In addition, in accordance with the new PCT Minimum Documentation procedures, a complete database of PCT applications in full-text form was received from the WIPO International Bureau in 2025 and access to its regular updates was arranged; this array will improve the quality of search in EAPATIS for international applications, including AI-based full-text search.
During the reporting period EAPATIS processed over 1.1 million search queries, including 300,926 queries from the EAPO examiners and 826,411 queries submitted via the Internet by external users.
The provision of EAPO examiners with reference patent and non-patent documentation mentioned in the international search report for Eurasian applications was carried out using the automated search report processing (SRP) system. In 2025, 7,916 cited documents were provided to examiners for 1,571 Eurasian applications.
Information products and patent document collections available to external users
In 2025, the following patent information products and collections maintained by the EAPO were available to external users:
- EAPATIS (www.eapatis.com). Guest use (open for general public): detailed searches in guest mode were only possible in arrays of the Eurasian (searches in English and Russian) and CISPATENT (searches in English) patent documents. Patent documents of other countries and international organizations could only be searched by their publication number.
Full use: all EAPATIS databases are available for search and retrieval in full mode. Full use is subscription-based for external users. Free access is provided to national IP offices of EAPC Contracting States and to a number of public libraries, higher educational institutions, academies of sciences and scientific/technical centers in the EAPC Contracting States.
- Collection of Eurasian Patent Documentation on PATENTSCOPE — online, free of charge;

The number of EAPO-ONLINE users who have completely switched to electronic interaction with the Eurasian Patent Office has reached 93%. In 2025, 365 new users were connected to the EAPO-ONLINE.
In 2025, a pilot project on the electronic filing of Eurasian applications through the national patent offices was being implemented at the Intellectual Property Agency of the Republic of Azerbaijan with the assistance of the Eurasian Patent Office: tools for the electronic filing of Eurasian applications and a service for forwarding the received files to the EAPO on the basis of API integration were created, together with universal integration modules suitable, after appropriate adaptation, for reuse in other national patent offices of the EAPO Member States.
Administrative management electronic system
The EAPO currently uses SOPRANO as an administrative management tool. The system comprises examiner’s workplace, patent register update functions and legal events processing functions. The database of SOPRANO also serves as a data source for various administrative statistics generated and visualized by SAP BusinessObjects and Crystal Reports.
In 2025, EAPO examiners performed 540,201 operations on 34,829 Eurasian applications or patents in the administrative system; 334,019 documents on applications and patents were received in electronic form and 68,908 outgoing electronic correspondence items were sent.
The database of the Eurasian Patent Register is formed with data extracted from SOPRANO. Access to the database is provided to internal and external users. The Register contains legal status data for all Eurasian patents.
Electronic dossier
Direct work with documents in electronic form in the EAPO is carried out using the electronic dossiers system on ePHOENIX (EDS ePHOENIX). AIS SOPRANO and EDS ePHOENIX are integrated with EAPO-ONLINE for electronic filing and electronic exchange. In 2025, the creation of a new electronic dossier module within the EAPO IIS began; pilot operation of the new module is planned for 2026.
Preparation of official publications (EAPO IIS module)
In 2025, a new EAPO IIS module for the automation of the patent procedure - covering the processing of patent documentation and the preparation of official publications - was put into operation, replacing the system previously used for publication processing purposes. The module covers the entire cycle of processing application and patent documents for inventions and industrial designs: recognition of patent-document text, proofreading, translation of individual components into English, comprehensive verification of published data, formation of electronic publications, and data export for joint information projects and information exchange; it also covers the processing and publication of announcements. In total, 6,503 descriptions for Eurasian applications and patents were prepared for publication in 2025. Within the module, a technology for converting Eurasian application documents into a character-coded (full-text searchable) format was implemented, with the digitization results reflected daily in the EAPO Authority File of Published Patent Documents (WIPO Standard ST.37). Since August 2025, the EAPO Gazette and the databases of electronic publications and services have been produced using the new EAPO IIS module.

The EAPO makes its feasible contribution to the innovative development of its Member States by means of providing a free access to EAPATIS to national IP offices, public libraries, higher educational institutions, academies of sciences and scientific/technical centers of those countries. Totally, more than 200 organizations of this type had free access to EAPATIS as at the end of the year under review.
In 2025, the EAPO continued its educational and capacity-building activities for specialists of the national patent offices of the EAPC Contracting States, including scholarship programs in patent search and examination, professional development and retraining programs at RSAIP and FIPS, short-term internships, and the development of AI competencies.
International exchange and sharing of patent information in machine-readable form
In 2025, patent documentation was exchanged with partner offices and organizations. The following data deliveries, under the framework of international projects, were carried out by the EAPO in 2025:
- PATENTSCOPE (WIPO) — bibliographic data and full descriptions of Eurasian applications and patents, regional phase entry information for PCT applications;
- CISPATENT (FIPS) — bibliographic data and full descriptions of Eurasian patents.
In 2025, the effectiveness of the Eurasian system for the electronic exchange of priority documents was confirmed: over 200 electronic copies of priority documents were exchanged between the national offices and the EAPO within the framework of the convention priority procedure, establishing a paperless exchange of electronic copies of earlier applications.
Participation in international or regional activities and projects related to patent information
As a PCT International Authority, in 2025 the EAPO prepared the tools for the digitization of Eurasian applications and for providing access to Eurasian patent documentation to all other PCT International Authorities: a dedicated SFTP server holding the complete retrospective collection of Eurasian patent documents was deployed. The exchange of data starts on 1 January 2026.
In the framework of implementation of the Agreements on granting of access to EAPATIS to scientific organizations, public libraries and higher educational institutions, they were provided with free access to EAPATIS starting from 2019. As of the end of 2025, more than 200 organizations were connected to EAPATIS under this project.
The EAPO participates in the CISPATENT regional project. CISPATENT is a joint patent information product containing information on inventions of the CIS countries and Eurasian patents. The EAPO finances the participation of the EAPC Contracting States in the CISPATENT project. The annual set contains information on patent documents of Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Uzbekistan, and of Eurasian Patent Office, including bibliographic data and abstracts in Russian and English and patent specifications in the original language of publication. Periodicity of publications — 12 issues per year.
As an International Searching and Preliminary Examining Authority under the PCT, the EAPO marked the fourth year of its operation with steady growth: in 2025 the number of international search reports increased by 1.5 times compared with the previous year.

Notes:
1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.
2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.
3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
