Outline of main policies and plans aimed at development of patent information activities and expected time frames for their realization
In 2025, the Polish Patent Office (PPO) continued to maintain the electronic services platform (PUEUP). The whole system includes the following modules that were fully implemented from the design phase to production and delivered with the infrastructure:
The following forms were available in the e-Profile module:
Customers of the PPO can submit applications on the forms available in the PUEUP e-Profile module, which is integrated with the Electronic Document Management System EZD.
The phase-out of the eOLF system is planned. Accordingly, in 2025 the PPO started implementation work, in cooperation with the EPO, on the deployment of the new Front Office system for the filing of European patent applications where the PPO acts as a receiving office. At the same time, cooperation with WIPO was initiated to separate the ePCT service from eOLF and prepare for the transition to the new filing environment
In 2024 PPO continued Project, namely jurisprudence Portal, which will provide direct access to the database of anonymized decisions, which will enable analysis of an individual case considering the Office's decisions and case law. The module will also enable thematic searching, filtering and browsing of decisions, improving the comfort and quality of work of the Office's Clients, including professional attorneys. The use of artificial intelligence in the system itself will enable the generation of decision summaries and will improve the preparation of decision publications through their automatic anonymization and preparation of metadata.
In 2025, the PPO continued to maintain the Intranet system based on Microsoft SharePoint Server 2013 Enterprise software.
In 2025, a new version of translation into Polish of International Patent Classification (IPC) was added.
The PPO continued to maintain searchable Patent Attorneys and Applicants List.
In 2025, the Patent Attorneys and Applicants List has become a part of new implemented platform - Orbita - a platform integrating internal applications to automate tasks across departments.
The PPO continued to provide public data concerning the protection of industrial property, publications as well as information on patent attorneys, etc. In 2024, the PPO has used webservice available on https://api.uprp.gov.pl/ and only link to this webservice is published on https://dane.gov.pl/pl where previously PPO published public data separately.
The PPO still maintained separate official publications of Bulletin of the Patent Office (BUP) for trademarks, patents and utility models available on https://uprp.gov.pl/pl/publikacje/biuletyn-i-wiadomosci-uprp.
In 2025, the PPO kept on sending up-to-date files with descriptions of patents and utility models in xml format to the EPO. The data are currently published on ESPACENET. In the end of 2023 EPO switched to retrieve the data using the provided API.
In 2025, the PPO continued to maintain API endpoint serving bibliographic data for given numbers and dates of BUP and WUP publications, which replaced the manual preparation of data in accordance with BUP and WUP official publications from PPO’s systems for the needs of EPO, WIPO and the China National Intellectual Property Administration.
Since 2024, PPO has been using a separate endpoint for Authority File data, enabling external offices to retrieve it online. Authority File is compliant with ST.37 version 2.2 via API. Authority File ST.37 with optional text-searchable indicators is available upon request. Authority File publication supports the following documents: Inventions, Patents, Utility Models and European Patents (kind codes: A, B, U, Y, and T).
New projects launched or resumed this year in the context of the policies and plans mentioned above, short description: aims, partners, tasks
The new Polish Industrial Property Law is expected to be published, so the PPO will have to prepare BackOffice and other systems for the new law. The purpose of the PPO is to adapt BackOffice to changes in procedures regarding trademarks and industrial models and to include inventions, utility models, EP and SPC which will have to be migrated to BackOffice from the Soprano system.
In 2025, the PPO continued to maintain the ERP class system that was implemented in 2022 and it has been used on production environment since then. Thanks to the optimized processes implemented in the system, the settlement of fees and the extension of property rights have been improved and administrative burdens have been reduced.
In 2025, the new Orbita Platform was launched. It is a platform integrating internal applications to automate tasks across departments. In particular, an application was implemented to automate the collection of documents for the weekly publication of the Communications of the Patent Office (WUP).
In 2025, the PPO also started implementing a process and an application for generating full-text documents for patent applications with kind code A.
Autopatent, i.e. the system for the automatic classification of invention and utility model applications, continued to be maintained.
Utilizing artificial intelligence, the system supports the process of examining applications for inventions and utility models by performing a preliminary analysis and classifying applications into IPC classes, before submitting them for substantive assessment by competent examiners.
Examiners can view the application documents alongside information indicating which parts of the examined document were most important for the system's classification. Based on the classification suggested by the system, the examiner may either approve the selection or correct the classification.
In 2025, 7 electronic services were used as part of the Electronic Services Platform (PUEUP):
In 2025, ANSERA based SEARCH (AbS) was actively used by the Polish Patent Office. The opinions of PPO experts regarding AbS remain very positive, and the tool in its production version continues to be highly essential. From an administrative perspective, the PPO notes that the system is significantly easy to maintain.
Main areas of patent information activities and related information and communication technology (ICT) practices which were in the focus of attention last year
Autopatent, which aims to fully replace the experts in the IPC classification for new patent and utility models applications, achieved 92% of accuracy in 2025.
The PPO is continuously developing the functionalities of the above-mentioned PUEUP modules in accordance with the needs and expectations of customers and users of the platform.
