IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO INDUSTRIAL DESIGN INFORMATION CARRIED OUT BY THE OFFICE

Specific software tools supporting business procedures within the Office: general description, characteristics, advantages, possible improvements

Rospatent continued to operate nine state information systems and five information systems. The technologies applied during the development of these systems have made it possible to:

  1. Improve full-scale search across Russian and international patent documentation collections.
  2. Optimize the decision-making process during formal examinations (fee accounting, initial verification of application documentation) to determine the possibility of performing legally significant actions, aiming to reduce time costs for decision-making.
  3. Issue an electronic title of protection and register extracts. The rights holder has access to the electronic document throughout its validity period and can submit such an electronic document to other authorities.
  4. Enhance the quality of informational search for similar images during substantive examination.
  5. Provide applicants with the ability to include 3D models in applications.
  6. Increase the effectiveness of management decisions through the formation of electronic data arrays.
  7. Set up electronic reference data repositories and strengthen coordination of system integration, both internally and with federal executive bodies and international authorities.
  8. Implement new information infrastructure utilizing modern technologies and unifying Rospatent's operational processes. Data exchange within the infrastructure is based on a unified data model compliant with international standards. Integration between systems was ensured using a common enterprise service bus, allowing for future development of the integration platform. The capability for programmatic integration with Rospatent's public services was provided.

Hardware used to support business processes of the Office

The Office's technical infrastructure includes:

Server equipment

Workstations

Software:

Internal databases: coverage, updates, interlinks with external sources

As of December 31, 2025, the industrial designs database contained information on 115 000 industrial design patents from 1993 to 2025 inclusive (search in Russian, interface in English).

Establishment and maintenance of electronic search file: file building, updating, storage, documents from other offices included in the search file

In 2025, the State Patent Collection was completed with electronic patent documents. Work continued on supplementing retrospective data with missing documents. Updating of the electronic patent documents is performed in real-time mode, incorporating documents from the Russian Federation, foreign IP Offices, and organizations into the Patent Search information system. Examiners and external users were given the opportunity to conduct searches for industrial designs on the new Rospatent search platform.

Administrative management electronic systems (register, legal status, statistics, and administrative support)

For detailed information, see paragraph 2.1 on pages 46-48 of the Summary.

Industrial design applications are filed via personal accounts on the Office website and Gosuslugi. Applications are registered in a unified application and incoming correspondence registration system; data is stored in a unified repository; examination of application materials is carried out within an electronic document management system. The information system for converting documents from traditional formats to digital prepares documents in modern formats for subsequent formation of electronic application files and examination of documents during the provision of state services. The unified repository preserves documents and structured data in WIPO ST.96 format. The electronic document management system provides access to application files, preparation of outgoing correspondence, control over all lifecycle processes of an application from filing to the examination decision, and monitoring of correspondence processing timelines and examination deadlines.

The FIPS Scientific and Educational Center (SEC) is a national competence center for the organization of education and outreach in the field of intellectual property. It organizes a large number of educational and awareness-raising events aimed at disseminating up-to-date knowledge in this area.

Among the most popular programs are "Patent Law", "Patent Search", "Preparation and Examination of Applications for Intellectual Property Rights", "Patent Analytics", "Certified Professional in Technology Transfer", and others. Within the framework of these programs, participants receive information on Russian and foreign procedures for filing applications for inventions, trademarks, industrial designs, and other types of intellectual property, as well as on the principles of conducting patent searches, legal protection, and commercialization of results of intellectual activity.

Educational programs and awareness-raising events are conducted by the best specialists of the Rospatent system: heads of examiner departments, state IP experts, practitioners, patent attorneys and leading lawyers. In 2025, the total number of specialists trained across all types of programs and within the framework of scientific and educational events in the format of educational programs amounted to 10 958 persons (in 2024 – 8 635 people, an increase of more than 20%). In particular, three cohorts of future state industrial design experts were trained, with 706 individuals enrolled on a tuition-free basis at the expense of Rospatent. Training is conducted in both in-person and remote formats, ensuring access to current knowledge for specialists from all regions of Russia. The SEC provides training for state IP experts to improve their proficiency in English.
