I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN PATENT INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE

Information on the following topics is desired:

In 2025, Korea strengthened its institutional framework for intellectual property policy with the elevation and reorganization of the Korean Intellectual Property Office into the Ministry of Intellectual Property (MOIP).

In parallel with this institutional transition, MOIP advanced the digital transformation of IP administration with the aim of making IP services more accessible, efficient, and responsive to the rapidly changing innovation environment.

Particular emphasis was placed on strengthening Korea's digital IP infrastructure and expanding the use of AI and data across IP administration.

Major initiatives included upgrading the national IP search platform, opening AI-ready IP datasets, applying AI to patent trial and appeal services.

The number of patent applications filed in Korea increased from 246,245 in 2024 to 260,797 in 2025, representing an increase of 5.9%.

PCT international applications originating from Korea also increased, from 23,851 in 2024 to 25,014 in 2025, an increase of 4.9%, placing Korea fourth worldwide.

II. SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE

Information on the following topics is desired:

In February 2025, MOIP launched a fully upgraded version.

The upgrade introduced unified searching of domestic and overseas IP information, redesigned search menus and results pages, responsive displays for PCs, tablets and smartphones, and an integrated Korean-English interface.

Analytical functions were also enhanced by providing search results in tables, charts and graphs and expanding statistics on overseas trademark and design data.

In April 2025, MOIP released seven high-quality AI-ready IP datasets free of charge through KIPRISplus.

The datasets cover Korean patent and utility model publications, U.S. patent publications, notifications of grounds for rejection and decisions of refusal, Korean-English machine translations of patent family data, IPC data, machine-reading comprehension data for patent consultations, and patent customer consultation cases.

The datasets are intended to facilitate the use of patent information for AI training and applications such as patent analysis, technology intelligence and IP consultation.

III. SOURCES OF PATENT INFORMATION PROVIDED BY THE OFFICE

Information on the following topics is desired:

Since 1999, MOIP has been building search databases for domestic and overseas intellectual property rights. Currently, it acquires IPR data from 56 foreign countries, including the IP5 offices such as the United States Patent and Trademark Office (USPTO).

In 2008, Korean patent literature was included in the PCT minimum documentation, which must be mandatorily consulted by patent offices worldwide during international patent examinations.

This inclusion highlighted the importance of maintaining the quality of MOIP’s search databases.

To this end, MOIP has established systems to systematically refine and process acquired domestic and foreign data for errors before incorporating them into the search databases.

Since 1948, MOIP has published industrial property gazettes. In May 1998, the format was changed to CD-ROM, and since July 2001, gazettes have also been available through an online service.

On a monthly basis, gazettes are distributed via DVD and FTP to 17 countries and organizations.

In 2025, approximately 796,000 gazettes were published, contributing to the protection of applicants’ rights and safeguarding Korea’s intellectual property rights abroad.

The KPA is an English-language abstract of the main contents of inventions published in the Korean Patent Gazette, designed to enable foreign examiners and users to understand them quickly and accurately.

Each abstract consists of bibliographic data, a summary, and a representative drawing.

Including the 155,584 abstracts published in 2025, a total of 3,667,578 English abstracts have been issued to date.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE

Information on the following topics is desired:

Since 1999, MOIP has been operating KIPOnet, its integrated IP administration system.

The IP administration segment comprises 35 systems covering the filing, registration, examination, and trial and appeal processes for patents, utility models, trademarks, and industrial designs.

The general administration segment consists of 10 systems, including knowledge management, performance management, and the official website.

In December 2025, MOIP completed the three-year development of an AI-based Digital Patent Trial and Appeal System.

The system utilizes approximately 180,000 trial decisions and court judgments to classify cases by legal and technical issues and employs an LLM to summarize the key issues and grounds raised in trial requests.

Based on the summarized information, the system retrieves similar trial decisions and court judgments through the search system.

It also provides an automated comparison of registered patent specifications with corrected versions, as well as a pre-issuance review function designed to identify potential errors or omissions before decisions are finalized.

V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF PATENT INFORMATION

Information on the following topics is desired:

MOIP strengthened human resource development to foster creativity and practical IP capabilities in response to the rapidly changing innovation environment.

Through the International Intellectual Property Training Institute (IIPTI), MOIP expanded customized training for businesses, universities, and other participants across the IP ecosystem, while strengthening specialized and digital education in emerging technologies, invention education, IP valuation and finance, and IP administration.

MOIP produced and distributed English-language brochures and guidebooks for KIPRIS and KIPRISplus.

It also posted videos on YouTube introducing the latest updates and explaining how to use the services.

In addition, MOIP promoted broader discussion on the utilization and dissemination of industrial property information through a National Assembly forum on the promotion and dissemination of industrial property information in July 2025 and the IP Information Policy Forum in November.

VI. INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF PATENT INFORMATION

Information on the following topics is desired:

MOIP annually conducts IP system consulting projects for Global South countries to support the improvement of IP administration systems and public services.

The projects include high-level policy dialogue, expert consultations, capacity-building seminars, and on-site workshops, sharing Korea’s experience and expertise in IP policies, digital administration systems, and emerging technologies.

MOIP holds the annual PATINEX (PATent INformation EXpo), featuring keynote speeches and lectures by domestic and international experts on major patent information issues.

The event includes presentations on patent information dissemination policies and utilization practices by patent offices and companies. It also provides opportunities for patent information service exhibitions and business meetings between enterprises and institutions.

In 2025, under the theme “AI Revolution, Reinvent the Future with IP data” the expo attracted 800 participants and 30 companies and organizations.

VIII. OTHER RELATED MATTERS

Please include any other relevant information here.

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
