I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN PATENT INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE

Furthermore, from January to September 2023, following the Order of the Government of the Russian Federation No. 3384 dated November 8, 2022, a large-scale State experiment on application of the modern patent analytics for expert and analytical support of the large technological projects of world-class research and education centers (RECs) was implemented.

One of the activities related to the patent information was the addition of missing documents to the State Patent Collection in terms of PatSearch and Open Registers. The work started in mid-2018 and is still ongoing. In total, more than 64 000 missing documents were identified.

In 2023, Rospatent also launched the new Search Platform available in both Russian and English: https://searchplatform.rospatent.gov.ru/

Within the framework of the experiment under the Government order, early response Rospatent system was successfully tested for two major scientific and technical projects of world-class scientific and educational centers:

  1. "Development of a small-sized 30 kW gas turbine plant for the needs of distributed power generation" at Samara National Research University;
  2. "Measurement while drilling (MWD) using geo-navigation technology based on fiber-optic gyroscopes" at Perm National Research Polytechnic University.

The Federal Institute of Industrial Property (FIPS), the subordinate organization of Rospatent, is adding the missing documents in the State Patent Collection (SPC) related to PatSearch and Open Registers: preparation of documents and transfer of data using the electronic means is in progress. More than 4 500 documents were prepared in 2023.

For the main areas of patent information activities and related information and communication technology (ICT) practices which were in the focus of attention last year, see AR paragraph 4.3 on pages 58-60.

As part of the work with information and communication technologies in the context of patent information, a separate area of activity titled "Digital Products" was created over the past year at the FIPS Project Office for Patent Analytics. One of the central products in this area, which has received significant development over the past year, is the R&D Proposal Evaluation Service (Service).

The Service reflects the evolutionary development of the consulting practices of the FIPS Project Office, developed over 8 years in the framework of more than 100 large consulting projects. The main objective of this product is to provide an objective and multifactorial assessment of proposals for promising R&D, technological and innovative projects under limited time conditions.

A significant difference between the Service and other traditional products of the FIPS Project Office is the automation of the necessary analytics construction based on various types of ICT technologies. For these purposes, over the past year, qualitatively new methods and algorithms for formalizing, processing and analyzing patent information have been implemented as part of the Service. An ensemble of decision trees and a random forest are used to calculate partial and integral indicators characterizing the prospects of a certain R&D proposal. The assessment of the R&D prospects is carried out by sequentially calculating 49 private indicators of patent analytics.

Next, a mathematical convolution of 49 partial indicators into 6 evaluation bases is performed. Each of those evaluation bases are given a certain rating, that characterizes R&D as a whole. To what extent the R&D problem and the approach proposed by the applicant are relevant, new, mature, and so on. Based on the results of these calculations, within 5 working days, a final analytical report is automatically generated, ready to read, containing valuable and most objective information about a specific technological project. The assessment results can then be used separately or in combination with other R&D assessment techniques and methods already established in the organization to make a final judgment about the project.

This product is implemented in a semi-automatic mode, while manual work concerns only issues of preliminary expert validation of profiles submitted for evaluation by professional patent analysts. All analytics are built automatically in the shortest possible period of time (5 working days).

Also, as part of the promotion of this product and the formation of primary competencies for profiling technological projects (which subsequently undergo assessment within the Service), Division 7 conducts special business games for specialists from organizations of various profiles (large industry corporations, universities, venture funds and other organizations that are responsible for there is a task of assessing and prioritizing a large number of technology projects).

During the 2023, in the course of work on the creation of the next Russian version of the IPC, all 968 changes adopted as part of international work on the preparation of the IPC 2024 version were made to its text. All changes have been translated into Russian and included in the Russian-language machine-readable version of IPC-2024.01, published on the FIPS website for free public access and loaded into the Rospatent's internal search system.

Reclassification work on the national patent documents is constantly underway.

Since 2016 Rospatent experts continue the classification of patent documents for inventions and utility models in accordance with the CPC in parallel with the IPC classification.

In 2023, abstracts continued to be published in Russian and English for the patents granted for inventions in the Russian Federation, as part of the Inventions and Utility Models Official Gazette and posted on the FIPS website.

Examiners primarily gain access to patent information through the in-house search system, PatSearch.

 If the information contained in PatSearch is insufficient, examiners may use freely available online patent databases (mainly Espacenet, PATENTSCOPE, EAPATIS, and other national patent offices’ databases). In order to view Korea applications’ file wrappers, examiners can access K-PION databases.

At the Examiners' workplaces there is access to the Questel ORBIT patent database.

When necessary, examiners could perform searches in the STNext databases for chemical and any other searches. In 2023, 477 applications were searched in STNext.

Examiners also have access to information regarding Indian traditional knowledge, contained in TKDL database, in accordance with the agreement between CSIR and Rospatent.

In addition, examiners may perform searches in any source freely available on the Internet. For searches of nucleotide and amino acid sequences our examiners use freely available databases on the NCBI PubMed website: MEDLINE, Protein, Nucleotide BLAST databases, and EMBL-EBI BLAST databases by the European Bioinformatics Institute [GB].

In 2023, experts had access to the Questel Orbit database, SPRINGER NATURE resources, the National e-Library, the Russian Science Citation Index on the eLibrary platform.

Examiners have access to non-patent literature from the collections of the largest specialized libraries in Moscow, including printed publications and electronic resources, through the inter-library exchange system and the electronic document delivery system.

The Office website includes three resources for free information on inventions and utility models:

  • "Official Publications", where the data correspond to the Official Gazette for inventions and utility models from 2005 to the present.
  • "Open Registers": patents for inventions (since 1924), patents for utility models (since 1994), applications for inventions (since 1996), applications for utility models (since 2007).
  • Information search system: the composition and volume of data is identical to the "Open Registers", the search is possible by 26 attributes.

Advanced full-text search (including claims and descriptions) is provided to users for fee.

All patent documents in Russian databases contain information on current legal status that is updated three times a month.

The Automated Database (ADB) subsystems to determine legal status use the given official publications containing information on new registrations of protection titles and changes. Following publication of each Gazette, data on legal status are displayed on the Rospatent site in the Information Resources section. For inventions and utility models patent status may be “valid”, “may terminate validity”, “validity terminated, but may be restored”, and “validity terminated”.

Information on the legal status of inventions and utility models is published in the Rospatent’s Official Gazettes “Inventions. Utility Models” on CD/DVD and on the Rospatent site:

- information on the grant of RF patents for inventions and utility models;

- information on amendments to the published information on applications for inventions and to entries in the State Registers of Inventions and Utility Models (Notifications section of the Gazette).

Information is provided in the Information Resources section of the Office’s website on registrations with an indication of the legal status or stage of prosecution of the registered subject matter in the Open Registers.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE

Under the implementation of the IP Office's 2022-2024 Digital Transformation Program, the operation of the 9 State information systems and the 5 information systems continued in 2023. The systems were designed specifically for the users of the IP-related public services and the technologies used for their development enabled:

  • To improve the full-scale search for the Russian and the world patent collections.
  • To optimize the decision-making process in the formal examination (accounting the fee payment, initial check of the incoming application materials), and the identification of the possibility to take legally significant actions to accelerate the entire decision-making process.
  • To issue an electronic title of protection and the Registry extract. The rightsholder can access the e-document anytime when the title is valid and to forward this electronic document to any
  • To increase the quality of the image similarity search during the substantive examination.
  • To provide applicants with an opportunity to file 3D visual representations of their objects for IP rights.
  • To increase the efficiency of the governance decisions due to the
  • To create the electronic reference information and enhance interconnection between both internal and external systems (federal executive authorities, foreign IP Offices, regional and international organizations).

The advanced approaches and technologies were used for the implementation of the new IT infrastructure. Furthermore, the operation processes of Rospatent were harmonized. The data exchange within the infrastructure is based on a single data model in line with international standards. The interconnection between the systems was ensured through the integration bus that allows to further develop the integration platform. The software integration with the Rospatent’s public services was also introduced.

In 2024, Rospatent plans to further develop the created information systems and services, design and implement new technologies in the process of providing the public services.

In 2023, the State Patent Fund was completed with electronic patent documents. The work on supplementing retrospective data with missing documents was continued. Updating of the electronic patent documents is performed in real-time mode with inclusion of the documents of the Russian Federation, foreign patent Offices and organizations in the information system "Patent Search".

  •  Office's initiatives on providing foreign patent information in the local language(s) (e.g., machine translation tools, translation of abstracts)

During the reporting year work of improving the quality of translation was continued. The number of user dictionaries was increased in the PROMT Translation Server, that helps to ensure for more accurate translation of texts on various subjects.

The PROMT Translation Server, as the main system used for machine translation of foreign information, is placed on the server and it is also integrated into two internal search systems: «Search Platform» and «PatSearch».

Both trainings and consultations for patent examiners were carried out regularly throughout the year on PROMT functions and other translation tools.


  • Cooperation with universities, research centers, technology and innovation support centers, etc.

As part of joint work with universities under the implementation of the СР3 System, technical visits were conducted to discuss technical aspects with project engineering teams, as well as field discussions (business visits) to present the key results and effects obtained during comprehensive expert and analytical support of projects.

As part of the work of the Digital Products Unit of the FIPS Project Office for Patent Analytics, a number of business games titled “Evaluate corporate R&D” were held for specialists of the research organizations. These business games aimed at developing among participants primary competencies in profiling complex technological projects for their subsequent processing within the framework of the R&D Proposal Evaluation Service.

Several such business games were held on the basis of the Federal State Autonomous Educational Institution of Higher Education "Ural Federal University named after the first President of Russia B.N. Yeltsin" (UrFU).

In October 2023, a business game was first held in Yekaterinburg for specialists from the UrFU Technology Transfer Center. In December 2023, a seminar-business game, as well as the general principles of building digital patent analytics products of Division 7, were integrated into the expert and educational workshop “Development of competencies in the field of commercialization and technology transfer” for specialists in the metallurgical field, which was also held at the UrFU Technology Transfer Center’s site in Yekaterinburg in collaboration with the university.

  • Education and training: training courses, e-learning modules (URLs), seminars, exhibitions, etc.

The Scientific and Educational Center of FIPS continued to actively implement educational programs of additional professional education in IP, including specialized programs at the request of corporate partners, in particular, corporate training programs for the Pipe Metallurgical Company Holding, training of the talent pool members of the Eurasian Patent Office (EAPO), corporate educational programs for the scientific and educational centers titled "TulaTech" (held in the city of Tula), "Future Engineering" (Samara), and "Russian Arctic" (Arkhangelsk).

In the first half of 2023, several activities were carried out to launch the higher education program (Master's degree) titled "Innovatics" from October 2023. The 25 1st year students were accepted for the program.

5 765 people graduated from the advanced professional education and awareness-raising programs, that is much more than in 2022.

More than 95% of these were trained in the format of distance learning (primarily offline webinars), which demonstrates the trend towards the expanding the number of the modern learning tools and increasing the availability of quality education in IP, regardless of place of residence.

In addition to continuous update of the existing programs content, FIPS and the Scientific and Educational Centers (SECs) regularly introduce new training options.

In particular, new advanced training programs titled "State Registration of Industrial Designs (in Accordance with the National Legislation Requirements)" and "Certified Technology Transfer Professional" (joint program with the National Association for Technology Transfer (NATT)) were launched in distance learning format.

After the end of the COVID-19 restrictions and for the first time since 2020, the orientation program for the students of the Russian State Academy of IP (RSAIP) was conducted in a hybrid format. Leading FIPS specialists, dealing with inventions, utility models and appellations of origin examinations, shared with the students the main tasks and functions of the Rospatent structural subdivisions.


Furthermore, students of other leading universities, such as Kutafin Moscow State Law University and the Russian Foreign Trade Academy, passed the internship programs with FIPS and Rospatent. In 2023, 152 persons passed through the practical training.

Currently, Rospatent carries out an international exchange of patent information with 50 countries and 5 international organizations. Within the international exchange of patent information, Rospatent publishes the patent documentation of the Russian Federation on the FIPS FTP-server and provides access thereto via login and password to the patent Offices of 47 foreign countries and 4 international organizations.

In order to replenish the SPC, 2 586 004 copies of the full descriptions of foreign patent documents have been uploaded to the external circuit of the Information System "Search Platform" within the international exchange of patent information in 2023. 369 copies of patent forms from 5 countries were included in the State Patent Fund: 41 paper bulletins; 7 bulletins on optical disks and 321 bulletins downloaded from the foreign patent Offices websites.

Furthermore, Rospatent, acting as a Receiving Office, transferred 736 registered copies of international applications and 638 certified copies of priority applications to WIPO electronically via PCT-EDI, without sending the paper copies. 767 international search reports and written notes prepared by Rospatent, acting as an International Searching Authority, were transferred to WIPO electronically by means of PCT-EDI. Acting as International Preliminary Examining Authority (IPEA), Rospatent transferred 28 of the international preliminary examination reports to WIPO electronically via ePCT.

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
