The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.

 

I. Evolution of registration activities

Changes experienced in terms of application filings and grants (registrations) with respect to the previous year

Application filings and registrations in 2011:
39 design applications for 61 designs filed direct with the State Patent Bureau of the Republic of Lithuania(SPB), all applications originated in Lithuania.
56 international industrial design registrations were filed under the Hague Agrement(29 in 2010).
64 national and 52 international registrations of industrial design had been granted in Lithuania in 2011.

Trends or areas experiencing rapid changes with respect to the previous year

It was observed changes in the following areas where the Lithuanian applicants have filed design applications:
packages and containers for transportation and storage of goods (class 9);
sales and advertising systems, marks (class 20);
games, toys, tents and sports goods (class 21)
International registrations extended in the following areas:
Means of transport or hoisting (class 12) , lighting apparatus (class 26) packages and containers for transportation or handling of goods (class 9)

Publishing, including printing, copying techniques and electronic printing

Information on designs has been published in the SPB Official Bulletin Inventions, Designs, Trademarks, which was published in an electronic format and has been accessible on SPB website (http://www.vpb.lt/index.php?l=en&n=245).

Main types of announcements of the Office in the field of industrial design information

The SPB Official Bulletin Inventions, Designs, Trademarks contained announcements published in 2011:

FG9L Registrations published in accordance with Article 21 of the Design Law of the Republic of Lithuania;
TC9L, TA9L, PD9Y,TC9Y, TH9Y Changes in the Register of the Republic of Lithuania in accordance with Article 29 of the Design Law of the Republic of Lithuania
MM9L Registrations lapsed in accordance with Article 30 of the Design Law of the Republic of Lithuania;
MK9L Expiration of Registrations in accordance with the Article 34 of the Design Law of the Republic of Lithuania;
ND9L Renewal of registration of the design in accordance with Article 35 of the Design Law of the Republic of Lithuania;
PC9L Transfer of the design in accordance with Article 40 of the Design Law of the Republic of Lithuania;

The SPB provide database of national and international design registration on it's website free of charge.

Classification and reclassification activities; Classification system used, e.g., International Classification for Industrial Designs (Locarno Classification), other classification (please indicate whether industrial designs are classified by your Office and, if so, which classification is used)

Registrations have been classified in acordance with the ninth edition of International Classification for Industrial Designs (Locarno Calssification).
Internationally agreed Numbers for the Identification of Data (INID Codes) relating to designs were used in the Register of Designs of the Republic of Lithuania and in SPB Official Bulletin Inventions,Designs, Trademarks in 2011

Bibliographic data and processing

The SPB Official Bulletin Sections have been coded in accordance with WIPO Standard ST.17.

IV. Search file establishment and upkeep

File building

The SPB website Designs Database has been an exact copy of the data stored in the Design Register of the Republic of Lithuania and contained data on designs registered and application filed directly with the State Patent Bureau of the Republic of Lithuania

Storage, including mass storage media

The bibliographical data of industrial design were stored in CS software.Files are stored in paper format.

Documentation from other offices maintained and/or considered part of the available search file

Industrial Property search and other services have been also provided by Patent Information Centre of Lithuanian Technical Library (http://www.tb.lt/PIC/PIC.htm).

V. Activities in the field of computerized search systems for industrial designs

The SPB has provided databases of national and international design registration on it's website free of charge.

Equipment used (hardware, including the types of terminal and network used, and software), data carriers used

The work area of the Lithuanian Patent Office requires the use of many information technology facilities. In 2011 the Patent Office had 60 computer workplaces, supplied with the required software, external devices and means for data communication.

LTL also offered to its visitors the opportunity to get acquainted with a wide range of Lithuanian publications (SPB Official Bulletin, etc.), Official Gazettes of foreign states, sets of communications and regulations in 2011.

In 2011, the visitors of LTL had been consulted on the spot as well as by phone or e-mail and had an opportunity to order design search.

At present information concerning the Lithuanian industrial design on machine-readable carriers is not being forwarded to our exchange partners

VIII. Matters concerning education and training, including technical assistance to developing countries (please indicate URLs of web pages of the Office’s website wherever appropriate)

Promotional activities (seminars, exhibitions, visits, advertising, etc.)

In year 2011 the SPB organized seminars, attended exhibitions and other events, namely:
On February 24 2011 a seminar “Protection of intellectual property in Russian Federation” was organized by SPB, Federal Office for Intellectual Property of Russia (ROSPATENT) and Lithuanian Confederation of Industrialists;
On April 12-13, 2011 international conference “Industrial Property for Competitiveness: EU and Global Experience” took place. It was organized by WIPO and the State Patent Bureau;
On April 19-21, 2011 Baltic conference organized by International Association for the Protection of Intellectual Property took place, where a representative of SPB made a presentation.
On May 10, 2011 SPB representative made a presentation on SPB activities in a conference-discussion “Intellectual property: means and possibilities of protecting innovative ideas”, which was organized by Agency for science, innovations and technology and Lithuania-Israel chamber of commerce.
On May 16, 2011 SPB representative made a presentation in a conference “Criminal sanctions in protecting intellectual property rights in digital environment“, organized by US Patent and Trademarks Office and US State Department.
On May 18, 2011 SPB participated in exhibition “Balttechnika 2011”, where a seminar “How to protect design in European Union” took place;
On October 10-14 an event of Patent information week PATINFO took place in Lithuanian technical library. The possibility was provided to learn about ways of searching for information on the world’s newest inventions, trademarks, designs, to get acquainted with services provided by Patent information centre of LTL (searches of patents and trademarks, various consultations), new publications of WIPO, EPO and LTL were presented;
On December 8, 2011 a seminar “How to protect trademarks in European Union” took place in Vilnius.

Training courses for national and foreign participants

Employees of the State Patent Bureau attended 13 sessions of WIPO committees, meetings and sessions of working groups and other events organized by WIPO.
In year 2011 the SPB cooperated with WIPO intensively in implementing the bilateral plan for year 2011 conducted between Lithuania and WIPO; an international conference on the issues of intellectual property was organizes, WIPO award was presented to most innovative Lithuanian entity and gold medal to the young inventor of Lithuania; seminar was organized for Lithuanian science and education institutions on the issues of commercialising intellectual property; WIPO publication “Inventing the Future” was translated and adapted.
