Word processing and office automation
Microsoft Word 2003 text processor is used for the preparation of texts of patent documents for publication (make-up, proofreading). Specific add-ons were developed by EAPO to automate routine operations of document markup and quality control (e.g. sub-documents markup, claims numbering control, invalid characters detection, typical OCR errors detection). Automated operations at this stage are controlled by HIVE system. At further stages all prepared texts are processed to destination formats (XML, PDF, Gazette makeup, first pages makeup) automatically by HIVE system.
(New) techniques used for the generation of patent information (printing, recording, photocomposing, Optical Character Recognition (OCR), etc.)
In 2012, the Office started issuing its official publications on a monthly basis. Twelve issues of the EAPO electronic Gazette “Inventions (Eurasian applications and patents)” were prepared and published on EAPO web portal and on CD-ROMs. The Gazettes contained information on 3467 applications and 1543 patents, as well as on 27 patent search reports. In line with the recommendations of WIPO ST.50, information was published on 45 reissued documents with publication codes A8, B8 and B9. The web publication was in the form of a hypertext document in html format, allowing navigation through the document. The Gazette documents have links to full descriptions of inventions of Eurasian applications and patents, retrieved from the EAPATIS data base. The original copy of the Gazette is in Pdf format. The publication of the Gazette on CD-ROMs was a cumulative from beginning of the year. The discs were distributed together with a search software. Annual lists are also published on the last disc of the year. In the past year, 12 issues of DVDs with descriptions to Eurasian applications and patents were produced, using the MIMOSA IT. Two CD-ROMs titled Legislative, Regulatory and Reference Documents of the EAPO” were issued, as well as two CD-ROMs titled “Eurasian Applications and Patents. Cumulative Index”.
EAPO issues its official publications using own data processing and publishing facilities. The publication technology involves scanning (if a document was filed on paper), optical character recognition, editing, proofreading, markup and make-up. All data used for publications (including bibliographic data in Russian and English, facsimile pages, full-text descriptions, first pages, blueprints etc.) is stored in one database (HIVE system, outsourced for EAPO). Information is extracted from the database in required formats, including PDF and XML. HIVE also fully supports current workflow and data/document flow and provides broad automation of everyday operations at every workplace of publication divisions.
The main output data formats in HIVE system are ST.36 XML and PDF with embedded bookmarks.

III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents
Abstracting, reviewing, translating
Eurasian patent applications are filed at the EAPO in Russian only. When patent application is filed, an applicant or a representative provides abstract in required format in accordance with filing procedure. This abstract is published with bibliographic data of the application in the Gazette, at first pages of application and corresponding patent and on optical discs with full descriptions of inventions. Translation of bibliographic data and abstracts of Eurasian patents into English is carried out by the EAPO; translations are added to certain publications of the EAPO for non-official use.

EAPO patent documentation is included into PCT minimum documentation and published documents are classified and reclassified according to the advanced level of the current International Patent Classification (IPC) version.
Information about published Eurasian patent documents including classifying indexes is sent to EPO to be included into the database of classified patent documents (MCD).

Bibliographic data and full-text processing
In the framework of the present data processing workflow the EAPO produces the following patent information:
Applications (A-kind): bibliographic data in Russian including abstract, facsimile pages of description.
Patents (B-kind): bibliographic data in Russian including abstract, bibliographic data in English including abstract (for non-official use only), full text (symbol-coded) of description.
Bibliographic data and full texts are stored in HIVE system. The system allows extracting data in required format for further loading to other external search systems. For example, this extracted data is used in EAPATIS and in Espacenet.
The data is stored in a structured way and contains extensive markup that allows production of XML data which can be used most effectively for data analysis and indexing.
IV. Search file establishment and upkeep
File building
EAPO has developed a virtual patent-information depository comprising of local and external databases of patent documentation and non-patent literature integrated with each other. Access to databases and search in them is realized on the basis of a "one-window principle" via the EAPATIS system. Since 2003 the system has been in the open access via the Internet for EAPO Member-States. In 2004-2005 access was provided also to patent offices of Ukraine, Uzbekistan and Georgia.
Local databases are formed by downloading of information from CD/DVD discs containing patent documentation, data conversion and arranging it in a unique format, data indexing and loading of information into the database.
Updating
Eurasian Patent Information System (EAPATIS) contains over 20 constantly updating databases.
EAPO continued works on development and creation of a single Eurasian patent information space by expansion and updating of the EAPO storage with patent documents of the PCT minimum countries, EAPO and of national patent offices. Expansion of the databases was implemented through processing of information from the CISPATENT discs, and databases from national patent offices under the exchange program. In the past year, local databases were supplemented with 11.7 million patent documents, including 40000 patent documents from national patent offices. The total amount of data loaded into the database exceeded 48.5 million documents. Volume of databases has exceeded 200 GB.
Storage, including mass storage media
By the end of 2012 the EAPO patent-information depository contained 23 local DBs. The total volume of loaded and stored in the DB information is near 3 TB. The peculiar feature of the Eurasian patent-information space is availability of a unified access to all DBs via a unique searching interface of EAPATIS System
Documentation from other offices maintained and/or considered part of the available search file
The patent information depository contains information from international and regional organizations (WIPO, EPO, EAPO), from countries of the PCT minimum (USA, Japan, Germany, UK, etc.) of various degree of retrospection, from national patent offices of the CIS countries, including EAPC Member-States.
The total amount of data loaded into the depository has exceeded 48,5 million documents.
V. Activities in the field of computerized and other mechanized search systems
In-house systems (online/offline)
In the past year, maintenance of the following systems was ensured to the administrative information system (AIS) – Common Software, the E-Phoenix system of Eurasian applications dossiers, the E-Archive system, the HIVE system of automated preparation of publications. The systems were further improved taking into account requests from users, changes in the Normative Acts and modifications in the examination process.
The E-Phoenix system of Eurasian applications dossiers and the E-Archive system form the interactive storage of information on Eurasian applications and patents. In 2012, over 134,000 documents were uploaded into the E-Phoenix system of Eurasian applications dossiers. 1985 files of Eurasian applications were uploaded into the electronic archive system E-Archive, with 580000 pages having been scanned. Work continued on digitization of the Eurasian patent files. 5095 patent dossiers were scanned and digitized.
Activities were carried out on developing, testing and adjusting the AIS Soprano software modules in accordance with the planned transition from the Common Software AIS to the Soprano AIS. Software has been designed for automated processing of certain tasks at the stage of formal examination, patents maintenance and execution of notification letters.
For the purpose of processing of patent information when preparing EAPO official publications, activities were carried out to maintain and to improve the automated HIVE system and its functional modules. Modifications were introduced into the HIVE system in 2012 to improve quality and efficiency of
preparation of material for publication and to simplify the procedure of sending materials to publication from examination departments. The following work was carried out:
• means for implementing WIPO ST.50 were introduced;
• processing of notices during preparation of information for publication was optimized;
• data/statistics blocks were updated;
• service functions, that raise productivity of editors and proof-readers, were developed;
• a subsystem of automated distribution of patents for digitization among the staff was designed, which takes into account the current workload of employees, the complexity of text recognition, production rate norms and other factors;
• extended documents search tools were developed.
Under the framework of activities aimed at transition towards the paperless technologies of processing of patent documents and their publication, automated tools for paperless sending of descriptions of inventions for publication were set into pilot operation.
In 2012, under the framework of implementation of transition to paperless document processing, work began on creation of an Automated System of General Office Procedures (ASOP). In the past year, EAPO has chosen the system, purchased and put into operation the respective hardware and software and started preparing for the launch of the system.
In the past year, Eurasian e-filings progressed along two routes: the ADEPT e-filing system and the EAPO-ONLINE e-communications system. In 2012, 57.5% of all applications were filed with the Office electronically. A model project for Eurasian e-filings from national patent offices of EAPC Member-States was developed on the basis of the EAPO-ONLINE system.
In 2012, maintenance, development and support for the following specialized patent information technologies and systems, developed in the EAPO, were provided: IT for the preparation, issue and publication of the electronic Gazette and CD-ROM with official publications; IT administrating the EAPO web portal and EAPO internal site; IT providing access to external sources of data and meta-searches; IT controlling the Eurasian publication server and the EAPATIS.
A new updated version of EAPATIS was put into operation. It allows full text searches in patent collections in Russian and in English.
In the past year search using of the automated Search Report Processing (SRP) system was conducted in respect of 2585 Eurasian applications. Out of the 9074 reference documents, cited in the applications, 8704 documents were provided to examiners electronically; including 7473 patent and 1231 non-patent documents. Provision of reference documents to examiners was at 96%.
External databases
EAPO examiners apart from EAPATIS are using the EPO search system EPOQUE, as well as open access systems and databases such as Espacenet, EPOLINE, Patent Scope, JOPAL and others.
Administrative management systems (e.g., register, legal status, statistics and administrative support)
Statistics on Eurasian applications and patents is formed on the basis of data retrieved from the administrative information system Common Software with special report generation systems SAP Business Objects and Crystal Reports.
Database of the register is formed with data downloaded from Common Software. Access to the database is provided to internal and external users. Legal status data on patents is contained in the Eurasian Patent Register

Collecting, acquisitions, preparation
The internal EAPO web site accumulates internal legal, regulatory, organizational documents, instructions, reference materials, and minutes of meetings. The internal library of periodicals, received in electronic format from the publishers, subscriptions and publications of EAPO personnel are also posted on the site. Users may conduct searches over publications by author's name, titles, and key words.
The internal EAPO web site was further improved and maintained. All office
employees are able to access this site from their workstations.
Interlibrary lending, resource sharing, networks of patent libraries in the country
In 2012 EAPO received specialized magazines, books, brochures covering various aspects of patent activity.
To provide examiners with reference materials EAPO cooperates with BEN (Library of Natural Sciences), VINITI (Library of the Institute of Scientific and Technical Information), VPTB (All-Russian Patent and Technical Library) and others.

In the past year, EAPATIS has handled over 564000 search queries, including over 226000 from examiners from the National patent offices and over 184000 queries from the EAPO examiners.
In the framework of implementation of the Agreement on granting of
access to the EAPATIS to scientific organizations, public libraries and higher educational institutions, 12 libraries, higher educational and scientific institutions of the Kyrgyz Republic, 16 organizations from the Republic of Belarus, 3 organizations from Russia and 1 from the Republic of Kazakhstan have received access to the EAPATIS for free. In the past year 32 organizations have already been connected to the EAPATIS under this project.
In 2011 a new service "Publication server" was created. Eurasian publication server provides access to primary publications (including full descriptions of inventions to Eurasian applications and patents), and to information, published in the notifications on applications and patents in official Gazettes, as well as to information on legal status of patents.
Information about all of the Eurasian applications and patents published in 2012 was uploaded onto the Eurasian publications server on EAPO
web portal.
In order to ensure timely delivery of up-to-date information to users of the Eurasian patent system EAPO portal was maintained and developed. It contains accurate information about the Eurasian Patent Organization and the Eurasian Patent Office, about the national patent offices of the EAPC Member-States, as well as information about the latest legal and regulatory documents, and about Eurasian patents. The EAPO web portal was redesigned and reorganized in 2012. The portal now has a more modern look, available information is visually and intuitively more understandable. This restructuring resulted in easier navigation and quicker searches within the portal sections. A new section on “Contestation of Eurasian Application” was added to the portal. The tools for forming requests (petitions), concerning payment of maintenance or restoration fee, were modernized. The database of the Eurasian Patent Register and the database of Eurasian patents were updated on a weekly basis, news on developments and press-releases were posted promptly.

VII. Matters concerning mutual exchange of patent documentation and information
International or regional cooperation in the exchange of machine-readable information, e.g., bibliographic data, abstract and/or full text information
In 2012, patent documents were exchanged with three international organizations and 53 national patent offices. Over 1000 optical discs containing EAPO official publications were sent out. In 2012, the
Eurasian patent collection on machine-readable carriers was supplemented by 1022 CD/DVD discs. In total the collection contains 18 778 optical discs.
Five official EAPO publications were distributed under the exchange program. In accordance with the agreement with the EPO, Front File data arrays were sent to the EPO, containing bibliographic descriptions to Eurasian patent documents in accordance with the published Gazettes,
as well as data on the legal status of Eurasian patents and information about Eurasian patent documents to be further included into the Espacenet world database. During the year, data on 4016 published applications and 1795 published patents was sent to the EPO. Data on 3018 retrospective Eurasian applications and patents from 1997 - 2005 was also forwarded to the EPO. Under the Memorandum of Understanding on Automatic Machine Translation with the EPO, two data arrays were prepared and forwarded: the retrospective Eurasian patents up to year 2000 and the retrospective Eurasian patents from year 2006 till present.
Work is being carried out to provide Eurasian patent information to the PATENTSCOPE system (WIPO): data formats for the PATENTSCOPE system were agreed on, the retrospective Eurasian applications and patents data starting from year 2006 was provided.
Under the CISPATENT Project, information about 1795 Eurasian patents was forwarded to the Federal Institute of Industrial Property.

Applications may be filed to EAPO on paper (if a Eurasian application contains an invention relating to sequences of nucleotides and/or amino acids, the listings of sequences of nucleotides and/or amino acids are to be presented on machine-readable carriers) or electronically.
VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries (please indicate URLs of web pages of the Office’s website wherever appropriate)
Training courses for national and foreign participants, use of audiovisual means
12 examiners and 13 IT experts from the national patent offices attended the two-week spring and autumn EAPO in-house training courses in 2012. Furthermore, 7 specialists from the national patent offices were given the opportunity of individual probation programs in the EAPO. Classes and lectures were presented not only by the EAPO experts, but also by three lecturers from the WIPO and the EPO, who conducted 18 classes with the students on various topics.
In 2012, the Eurasian Patent Office continued to finance advanced studies of specialists from the EAPO Member-States at the Russian State Academy of Intellectual Property (RGAIS). Thus, EAPO provided training opportunities to 5 specialists from the national patent offices to study under the program of “Intellectual Property, Patenting”, and 2 experts from the national patent offices were provided with the opportunity of tuition by correspondence.
In 2012 the EAPO organized and financed for the first time advanced training courses on computer technologies for 7experts from the national patent offices of the EAPC Member-States.
In April 2012, within the framework of cooperative activities and providing assistance with the training of specialists in the field of Intellectual Property
in the Republic of Kazakhstan, EAPO experts in a speakers’ capacity took part in the regional training workshops organized jointly with the World
Intellectual Property Organization. The seminar was held by the National Institute of Intellectual Property, Committee of Intellectual Property Rights, and Ministry of Justice of the Republic of Kazakhstan. APO specialists made presentations on peculiarities of examination of inventions in the field of mechanics and physics, biotechnologies, as well as chemistry and medicine.
EAPO representative visited the Industrial Property Objects Examination Center – AzPatent (city of Baku, Republic of Azerbaijan), to give consultations and exchange experiences in respect of examination of inventions.

A regional seminar on the Role of Intellectual Property in Innovative Development and Development of Strategies in the Field of Intellectual Property was organized by the World Intellectual Property Organization, the Eurasian Patent Office and the State Service for Intellectual Property and Innovations under the Government of the Kyrgyz Republic. The EAPO representative made a presentation on the EAPO information resources, services and information products.
The EAPO delegation participated in the V Astana Economic Forum and made a presentation on the “Place of the Eurasian Patent within Eurasian Integration”.
In November, 2012 the EAPO representative made a presentation at the regional seminar titled “The National System of Intellectual Property and the Socio-Economic Development of the Country”, and participated in the events dedicated to the celebration of the 20th Anniversary of the National Center of Intellectual Property of the State Committee for Science and Technology of the Republic of Belarus.
EAPO representative made a presentation on the features of the Eurasian Patent System for patenting of inventions, at the seminar dedicated
to topic of “Intellectual Property in the Innovative Economy of the Republic of Chuvashia”, held in the City of Cheboksary and organized by the Chuvash
Republican Public Organization of the All-Russian Society of Inventors on the occasion of the International Day of Intellectual Property celebrated
in the Chuvash Republic.
EAPO representative attended the annual conference of patent information users – PIUG, in Denver, USA, with a presentation on the Information Resources of the Eurasian Patent Office.
For past several years, the Eurasian Patent Office has been participating in the ceremony of awarding the winners of the International Competition on Intellectual Property among senior high school pupils, organized by the
Federal Service of Intellectual Property (Russian Federation), the Russian State Academy of Intellectual Property and the Russian Chamber of Trade and Industry with the support of WIPO. Supporting the main objective of the international competition to raise awareness of intellectual property issues among young generation, taking into account the fact that the contestants come from various countries of the Eurasian region, each year, the EAPO undertakes to award a winner in one of the nominations with a commemorative gift.
A meeting with Eurasian patent attorneys, which is traditionally dedicated to the World Intellectual Property Day, took place on April 26, 2012. EAPO experts made presentations on the Eurasian patent procedure, applicable to e-filings as well as on the improvements within the Eurasian patent information system, in particular, the new search capabilities, characteristics and conditions for access.
Studies to identify trends in new technology, e.g., by the use of patent statistics and preparation of monographs
EAPO specialists published articles in leading magazines in the field of industrial property on a regular basis.
Assistance furnished by offices to facilitate the changing over of receiving offices to electronic data carriers for the exchange of patent documents (see also fourth sub-item of item VI, above)
EAPO has implemented Information technology for preparation and issue of the electronic version of the official Gazette “Industrial Property. Official Gazette” into industrial operation in the national patent office of the Republic of Kazakhstan.
Two technical objectives on development and implementation of the information technology for preparation and issue of electronic versions of official Gazettes in the national patent offices of the Republic of Tajikistan and the Kyrgyz Republic were elaborated.
In May 2012 EAPO IT specialists conducted a training seminar for representatives of libraries, higher educational and scientific organizations of the Republic of Belarus on EAPATIS use for scientific and patent searches.
A model project for Eurasian e-filings from national patent offices of EAPC Member-States was developed on the basis of the EAPO-ONLINE system.

X. Other relevant matters
1. | Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. | Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.

3. | Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
