Annual Technical Report 2003 on Industrial Design Information Activities submitted by Uzbekistan (SCIT/ATR/ID/2003/UZ)

The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.
I. Evolution of registration activities
The total number of the filed applications on industrial designs in 2003 was 139. The overwhelming majority of the applications were filed by the national applicants – 87%, in reporting year the share of foreign applicants was 13 % ofm the total number of the filed applications. The information on the applications for industrial designs includes the petitions for modification of the preliminary patent and applications for granting of the preliminary patents to the applications for granting of the patents on industrial designs (84).
There were 73 industrial designs registered in the State Register in 2003. The overwhelming majority of the registered industrial designs belong to national applicants (99 %), the share of foreign applicants is only 1 %. The information on filing of the applications and registration on industrial designs for 2002-2003 is given in the Table 1 (see attachment).
II. Matters concerning the generation, reproduction, and distribution of industrial design documents and of secondary sources of industrial design information, i.e., official gazettes
Data on the registered industrial designs are published in the section «Industrial designs» in the official bulletin «Rasmiy ahborotnoma» which is issuee once every 2 months. The official bulletin is issued on paper carrier.
Data include the bibliographic data, the list of essential attributes of industrial designs and the image.
Notices of department in the field of the information on industrial designs are published in section certifying as "Communiques" (legislative and normative documents, data on fees, etc.).
In 2003, the following editions were included in the publications on industrial designs :
• official bulletin «Rasmiy ahborotnoma» - 6 issues
• the collection of annual indexes to official bulletin «Rasmiy ahborotnoma» for 2002 (section of the index on industrial designs) - 1 volume.
For preparation of materials the automated system of processing of patent documents is used. During processing of applications, all documents concerning industrial designs, are scanned and kept in a facsimile kind in format TIFF. Images are entered in format JPEG. The bibliographic data are kept and processed in format XML.
For release of the official bulletin the equipment - 12 workstations HP Vectra VL are used. Assembly of the chapter of the bulletin on industrial designs is carried out by automatically special program processing XML - documents with the help of style script XSLT. Thus the target document in format HTML MS-Word that includes images of industrial designs is formed. The target document is formatted with the help of cascade tables of styles CSS and exported to the publishing system. This system is used for formation of a part of the bulletin concerning industrial designs.
III. Matters concerning classifying, reclassifying and indexing of industrial design information according to the classification systems applied
Applications on industrial designs are classified according to 7-th edition of the International Classification Industrial Designs (Locarno Agreement). Other classification systems are not applied.
Identification of the bibliographic data (INID codes ), placed in the patent bulletin, is carried out according to recommended WIPO standards . For an effective utilization of INID codes, users of the patent documentation and the information department on a regular basis publish lists of codes in the official bulletin.
The bibliographic data are kept as dynamic XML - documents in the internal database constructed on basis Informix. Primary filling of base is made by a special input group. The bibliographic data are supported and updated during the life cycle of the application by all departments involved in the process. Changes in base will be authorized. Interfaces of access to base are constructed on the basis of Intranet-technologies.
IV. Search file establishment and upkeep
On the basis of a collection of the State fund of the patent documentation (till 2002 - Republican patent library) experts of the department carried out patent searches for carrying out scientific and technical examination of applications on industrial designs, acted in office.
The search file includes materials on industrial designs of 22 countries contained in foreign official bulletins, WIPO and the incorporated cumulative editions on industrial designs, prepared by INITS Rospatent; it is placed by a geographical principle. The retrospective part is submitted by a photograph collection of industrial designs.
The file is replenished due to the current information of the Republic of Uzbekistan on industrial designs and the information received from foreign departments by international exchange.
Conditions of storage of fund correspond to the kinds of used data carriers:
On paper carriers are stored on shelves;
Photograph collection on microfilms - in boxes;
On CD ROM disks - in catalogue boxes.
Data are included in 2003 in a search file about industrial designs of 19 countries and one international organization (WIPO).
V. Activities in the field of computerized search systems for industrial designs
The database of the bibliographic data on industrial designs is developed and is used.
By means of the program of service of a database are carried out:
- Input and addition of the bibliographic data;
- Formation of documents (documents on correspondence with the applicant: inquiries, notifications, decisions; register sheets, charters of immunity, the text for the official bulletin);
- Search on a database.
The database contains the bibliographic information. The complete texts and drawings are not contained in this database and are placed separately in file storehouse, but are accessible to editing and viewing.

Local Network
In the main building of SPO the local network with total of ports 400 is constructed. All ports switched also guarantee throughput 10/100/1000 Mbps. In a building of Patent library there is a local network on 24 ports with throughput 10/100 Mbps. Both local networks are incorporated into the whole by means of use short-range modems with throughput 168 Kb on rented at GTS the allocated lines. Local cable systems correspond to requirements to networks of 5 categories (standard ANSI EIA/TIA-568) and are constructed on the equipment of firm Mod-Tap.
Internet service.
SPO is connected to the Internet on the allocated radio channel. Speed of connection is 128 Kb/s. The software is applied to protection of resources of an office LAN.

VI. Administration of industrial design services available to the public (relating to facilities, e.g., for lodging applications, registering designs, assisting clients with search procedures, obtaining official publications and registry extracts)
The State fund of the patent documentation of SPO completes the patent information on industrial designs.
The collection of the fund includes the patent bulletins with the items of information on industrial designs of 22 countries, WIPO and cumulative collection INITS Rospatent, including on CD-ROM disks - 3 countries. The acquisition is carried out by international exchange, by way of a subscription and acquisition by the own editions; the management of collecting is carried out by administration of fund. The collection on the microforms is located in basement storehouses, and on CD-ROM disks - in the mechanized cases.
The distribution of the patent documents is carried out directly in reading and computer halls of the fund.
The information services include realization of patent search, classification on ICID, advice on drawing up and registration of the applications, copying, selection and distribution of the documents on inquiries of the users etc.
VII. Matters concerning mutual exchange of industrial design documentation and information
The official bulletin «Rasmiy ahborotnoma» with data on industrial designs is dispatched to Patent offices of the following countries: AM, AT, BG, BY, CA, CH, CZ, DE, her, FR, GB, GE, HR, JP, KG, KZ, LT, MD, RO, RU, TJ, TR, UA, US, and also to international organizations EPO, WIPO and regional organization EAPO.
In 2003 in SPO bulletins with data on industrial designs from offices of the following countries were received: AM, BY, CH, CZ, DE, her, FR, GB, GE, HR, JP, KG, KZ, LT, MD, TJ, TM, UA, RU and incorporated edition INITS of Rospatent "Industrial designs of foreign countries".
VIII. Matters concerning education and training including technical assistance to developing countries
The information on work of SPO in the field of industrial designs is a part of the seminars organized for experts, businessmen, etc.
In mass media publications about the necessity of protection rights of industrial designs are made available.
Employees of SPO read courses of lectures to students of higher educational institutions on industrial design.
IX. Other relevant matters
