The term "patent" covers utility models and Supplementary Protection Certificates (SPCs). Offices which issue design patents should report their design patent information activities in their Annual Technical Reports on Industrial Design Information Activities.
I. Evolution of patent activities
Changes experienced in terms of application filings and grants with respect to the previous year
National:
--9.65% increase in filings (3,262 in 2005 of which 2,666 were PCT National Phase Entry applications)
--26.5% decrease in grants (1,653 in 2005 and 1,215 in 2006)
PCT:
--12% decrease in PH-RO filings (25 in 2005 and 22 in 2006)

Publishing, printing, copying (main types of publications of the office in the field of patent information, etc.)
IP Philippines Publication of granted and first publication of pending applications under R.A. 8293 are published weekly through the e-Gazette Patent and is available in the IP Philippines website.
Main types of announcements of the Office in the field of patent information
Office notices and changes to office procedures are published through the IP Philippines website (www.ipophil.gov.ph)
Some of these office notices and many other patent related notices, are posted directly on the IP Philippines WEB site
Mass storage media used (paper, microforms, optical storage, etc.)
Our Patent Records includes bibliographic data, specification and claims, abstract) of granted patent documents (1948 to present) and published pending applications (1998 to present), All granted patents and published pending applications are all in paper form except those granted patents from 1948 to December 1980 which are all stored in microfiche. All pending applications filed from May 27, 2004 (bibliographic data, abstract and representative drawings) are all stored in the database of PACSYS while all applications filed from 1998 to May 26, 2004 only part of their bibliographic data are stored in the said database. The completion of database is currently on-going and will be finished by the March 2008.
The digitization of granted patents (1991 to March 2007) is currently being worked out.
Word processing and office automation
All correspondences and Office actions are done through the Patent Administration Computerized System (PACSYS) using Microsoft Word.
III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents
Classification and reclassification activities; Classification system used, e.g., International Patent Classification (IPC), other classification (please indicate whether or not patent documents are classified by your Office and, if so, which classification is used)
The IP Philippines is classifies patent applications received this year 2007 using the 8th Edition of the International Patent Classification. All chemical applications filed prior to 2007 were classified under the different edition of the IPC. Specific IPC edition was indicated for reference purposes.

Bibliographic data and full-text processing
Documents from 1948 to present will all be searchable after the completion of the digitization projects of all granted patents from 1948 to present. Some data are now available in the IP Philippines patent search on-line. After the completion of the digitization and encoding of all published applications filed from 1998 to May 2007, all the bibliographic data of all granted and published applications will be available to the public using the e-patent search in the IP Philippines WEB.

In-house systems (online/offline)
The IP Philippines is considering the replacement of the PACSYS servers.
Also, the IP Philippines is considering integrating all its systems through a project known as Integrated IP Management System (IIPMS) in the future. The Plan for the enhancement of the current PACSYS will be undertaken to cater to the needs of the patent examiners.
External databases
The IP Philippines uses the EPO-espacenet, USPTO and other databases available on-line free of charge and also available literatures in the conduct of its searching activities.
Administrative management systems (e.g., register, legal status, statistics, administrative support, etc.)
The IP Philippines uses PACSYS, Patent Administration Computerized System.
IPCDL or the IP Case Digital Library is a web-based search tool that enables users to conduct a simple and user-friendly search on IP Case Database containing violation on intellectual property.
The IP Adjudication Case Monitoring and Management System is an automated system for the data entry and retrieval of relevant data related in IPPhil's inter Partes Cases and IP Volation Cases. It will also include the automation of the administrative process related to case inventory, monitoring, decisions, disposal and reports requirements for processing and management. The system will generate reports but not limited to pending and/or decided cases, turn-around time, and ageing.

X. Other relevant matters
| 1. | Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

| 2. | Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.

| 3. | Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
