Customers of the PPO can submit applications on the forms available in the PUEUP e-Profile module, which is integrated with the Electronic Document Management System EZD.
In 2022, the PPO continued to prepare and send archival reports on the state of the art (citations) to the EPO and WIPO.
In 2022, the PPO continued to maintain the Intranet system based on Microsoft SharePoint Server 2013 Enterprise software.
In 2022, in cooperation with WIPO, the system called IPCRMS was used to adopt the centralized translation of International Patent Classification (IPC) into Polish. In 2022, a new version of the classification was added.
The PPO continued to maintain Patent Attorneys and Applicants List searchable. Only small adjustments in the data structure were introduced and the system was adopted to existing legislation.
The PPO continued to provide public data concerning the protection of industrial property, publications as well as information on patent attorneys, etc. The address of the website on which PPO publish the data is https://dane.gov.pl/pl.
The PPO maintained separate official publications of Bulletin of the Patent Office (BUP) for trademarks, patents and utility models. In 2022, the PPO kept on sending up-to-date file descriptions of patents and utility models in xml format to the EPO. The data is currently published on ESPACENET.
In 2022, the new endpoint "/ewyszukiwarka/api/external/search-bibliographics-results - bibliographic data for given numbers and dates of BUP and WUP publications" was launched in the production environment, which was to replace the manual preparation of data in accordance with BUP and WUP publications from PPO’s systems for the needs of EPO and the Chinese Patent Office.
At the turn of 2022 and 2023, the new dedicated endpoint has been extended to include new categories of B5 and B6 documents. Works on the implementation of these codes were done throughout 2022. At the beginning of 2023 the task has been launched on the production environment in Soprano and e-Search for inventions.
At the turn of 2022 and 2023, the new dedicated endpoint has been extended to include new categories of Y5 and Y6 documents. Works on the implementation of these codes were done throughout 2022. At the beginning of 2023, the task has been launched in the production environment in Soprano and e-Search for utility models.
Archival bibliographic data of inventions and utility models were updated in the internal domain database (full range from 1982). Authority File were supplemented by the archival data and sent to WIPO in the new version 2.2. This task will continue in 2023.
For inventions, utility models and translations of European patents, the Authority File for 2021 was prepared and sent to WIPO in version 2.2. In 2023, this task is still continued, because in February 2023, the Authority File version 2.2 for 2022 was also sent.
Since July 2020 together with the Literature Department, work has still been continuing on the preparation and publication of archival descriptions of utility models for e-Search based on scanned documents prepared by Jouve at the request of the EPO. In 2022 these descriptions were supposed to be transformed into XML files and sent to the EPO in order to complete the Espacenet search.
New projects launched or resumed this year in the context of the policies and plans mentioned above, short description: aims, partners, tasks
The new Polish Industrial Property Law is expected to be published, so the PPO will have to prepare BackOffice and other systems for the new law. The purpose of the PPO is to adapt BackOffice to changes in procedures regarding trademarks and industrial models and to include inventions, utility models, EP and SPC which will have to be migrated to BackOffice from Soprano system. In 2022, the “Nowe PWP” (New IPR) project was set for this purpose with a team that started describing the processes and functionalities of implementing BackOffice for all procedures.
In 2022, the new ERP class system was implemented and it has been used on production environment since then. Thanks to the optimized processes implemented in the system, the settlement of fees and the extension of property rights have been improved and administrative burdens have been reduced.
Autopatent - the system of automatic classification of invention and utility model applications was still maintained. The system with the use of artificial intelligence supports the process of examining applications for inventions and utility models by performing a preliminary analysis and classification of applications to IPC classes and submitting them for substantive assessment by competent examiners. The examiner may view application document together with information about which parts of the examined document were the most important from the point of view of the classification carried out by the system. Due to the decision on the classification given by the system, the examiner may approve the selection or correct the classification.
In 2022, 7 electronic services were used as part of the Electronic Services Platform (PUEUP):
- e-Registry - viewing the entries entered in the registry and obtaining an excerpt from registry;
- EP Validation - obtaining protection on the territory of Poland;
- Expiration Date Notification - informing about the expiration date of protection;
- Information Subscription - searching for information in defined sources maintained by UPRP (including automatic notifications based on user criteria);
- e-Filing - applying for trademarks, patents, industrial designs registration to obtain an IP protection;
- e-Submission - handling electronic correspondence during the whole IP lifecycle of trademarks, patents and industrial designs;
- Changes in registry - management of records changes in registry (e.g. in case of extension of the protection, updating the owners, resignation from protection, changes in rights, pledges, licenses, etc.).
In cooperation with the EPO, the UIP (Utilization Implementation Project) project was continued, consisting in providing access to data on completed reports of the state of the art. In this respect, test data was prepared and sent in accordance with the arrangements with the EPO, based on data from e-Search API. At the same time, the PPO asked EPO for the verification of the possibility of using the currently available mechanisms for downloading data via the API.
Main areas of patent information activities and related information and communication technology (ICT) practices which were in the focus of attention last year
Autopatent, which aims to fully replace the experts in the IPC classification for new patent and utility models applications, achieved 92% of accuracy in 2022.
The PPO is continuously developing the functionalities of the above-mentioned PUEUP modules in accordance with the needs and expectations of customers and users of the platform.
For the purpose of the e-Search, the PPO provided the user with the functionality of configuring and saving his own set of attributes, thanks to which the search will be carried out, visible by default after logging in.
For the purpose of the e-Search, A1 application documents for inventions were prepared - the tests consisted of preparing a sample document with areas containing an abbreviation of the description, drawings, application description, claims and state of the art report. In 2023 the process will be launched in production.
The search algorithm in simple mode of e-Search was modified to improve the order in which the information most relevant to the query was currently presented.
