The task force proposed the following transition framework, which was accepted by the CWS:

| ST.92 (PDDP format) becomes the only accepted method | July 1, 2028 |
During the transition period, offices may continue using SFTP, TDA, and API V1 while progressively adopting API V2 / the PDDP format.
