This release is a "hot fix" to resolve a critical issue reported by a new user users after the move into production release of version 3.1.2 on June 30. As a any user will not be able to annotate a modified base while this bug is present, we are providing an immediate patch to resolve the issue. Resolution for several other minor bugs were also incorporated into this release.
