Abstracting, reviewing and translations of patent information are in general performed for purposes of use by the experts of the Office.
The abstract base under inventions and useful models is placed on a website www.kazpatent.kz.

The Republic Patent File (RPF) is functioning in Kazakhstan since 1965. It is incorporated in the structure of the Republic Scientific-Technical Library (RSTL). The National Institute of the Intellectual Property has annual agreements with the RSTL under which the institute free-charge transfers to the RPF all national publications and those received on the interchange base for the public use. Besides, on the agreement base the institute provides all regional technical-and-scientific libraries of Kazakhstan as well as different information services and departments of industrial enterprises and educational institutions of
Kazakhstan with its publications.
The institute provides various reference-information services and copying patent documents on the requests of the applicants. The information fund of the institute continues to extend; in 2006 it has replenished on 3539 units of storage, 335 optical disks, 165 thematic inquiries.

The institute has in a department of the patent information fund of patent, help, instructive-methodical and other literature for service of experts.
Information service accessible to the public is the Patent fund of Republican scientific and technical library.

VII. Matters concerning mutual exchange of patent documentation and information

On the basis of the long-term agreements the Institute of the Intellectual Property makes multi-way publication interchange with the Patent Offices of the NIS countries. This publication interchange is performed using paper carriers and machine-readable media (CD-ROM).
The application documents being filed on traditional paper carriers, the equally available application documents proceeded with machine-readable facilities contribute to speed-up the filing procedures.

The National Institute of the Intellectual Property has its Refresher-Training Course Center, which organizes training courses, provides different consultations and seminars.
On the requests of the Government organizations the institute prepares various articles, papers, reports, reviews and recommendations.
The Authorities and leading specialists of the Office publish their articles, papers in the mass media (newspapers, radio, TV) where they explain the current Laws on the industrial property protection in Kazakhstan. For the same purposes the out-of-town workshops are held in the industrial centers of the Republic.
NIIP leading specialists were engaged in training in the sphere of intellectual property protection for representatives from various organizations.

Promotional activities (seminars, exhibitions, visits, advertising, etc.)


In March-April 2006, NIIP employees actively took part in activity of the republican event – awarding “Shapagat” Within the framework of this event for the first time there was held the Republican contest of achievements in the sphere of inventing activity. Winners of the contest were determined in nominations: "Invention of the year" – three nominates, "Most active inventor", "Woman-inventor", "The youngest inventor".
The International conference “The Role of patent offices in increase of competitiveness of the country in conditions of globalization” with participation of experts of the Eurasian patent office and the Austrian Patent Office was held in February 2006 in Astana and International seminar “Question of Intellectual Property” in Almaty. In Almaty was signed Memerandum between National Institute of Intellectual Property
Leading experts of Institute in May 2006 have taken part in work of a round table «Patent right in Republic Kazakhstan », organized by National Institute of Intellectual Property with Department of justice Almaty for financial police, customs control, patent attorneys. In 2006 employees of the institute have continued training under the remote program of Academy WIPO, were with work visit in Rospatent.
In June 2006 employees of the Institute have accepted active participation in a seminar «Management of the intellectual property and competitiveness of the enterprise», carried out in Aktau.
In 2006 the Institute together with Committee by the rights of the intellectual property completed work on creation of the Program of development of patent system of Republic Kazakhstan for 2007-2011.
Employees of institute develop the following methodical manuals:
“Methodical recommendations on drawing up of documents of the application for delivery of the patent for selection achievement ”, “ the Methodical manual “ Practice of examination of not patentable objects of the intellectual property ”, “ Methodical recommendations on drawing up and registration of the international application for the invention ”, “ Methodical recommendations on drawing up of materials of the application for object of the invention “. The given methodical manuals for the first time are issued in the Kazakh language.

X. Other relevant matters

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

 

2.Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

 

3.Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
