In 2004 formation of abstract base under inventions and useful models proceeded. The abstract base is placed on a website www.kazpatent.kz.

The Republic Patent File (RPF) is functioning in Kazakhstan since 1965. It is incorporated in the structure of the Republic Scientific-Technical Library (RSTL). The National Institute of the Intellectual Property has annual agreements with the RSTL under which the institute free-charge transfers to the RPF all national publications and those received on the interchange base for the public use. Besides, on the agreement base the institute provides all regional technical-and-scientific libraries of Kazakhstan as well as different information services and departments of industrial enterprises and educational institutions of
Kazakhstan with its publications.
The institute provides various reference-information services and copying patent documents on the requests of the applicants.

VII. Matters concerning mutual exchange of patent documentation and information

On the basis of the long-term agreements the Institute of the Intellectual Property makes multi-way publication interchange wiih the Patent Offices of the NIS countries. This publication interchange being performed using paper carriers and machine-readable media (CD-ROM).
The application documents being filed on traditional paper carriers, the equally available application documents proceeded with machine-readable facilities contribute to speed-up the filing procedures.

The National Institute of the Intellectual Property has its Refresher-Training Course Center, which organizes training courses, provides different consultations and seminars.
On the requests of the Government organizations the institute prepares various articles, papers, reports, reviews and recommendations.
The Authorities and leading specialists of the Office publish their articles, papers in the mass media (newspapers, radio, TV) where they explain the current Laws on the industrial property protection in Kazakhstan. For the same purposes the out-of-town workshops being held in the industrial centers of the Republic.
NIIP leading specialists were engaged in training in the sphere of intellectual property protection for representatives from various organizations.
In 2004, in the republic there were established four representative offices of NIIP: in Western region – Uralsk, in Eastern region –, in Southern region – Shymkent, in Northern region – Petropavlovsk to provide assistance to employees in representative offices, conduct teaching workshops and to provide with consultations for both specialists and all interested persons in the region.
At NIIP major departments there were trained 12 employees from oblast departments of justice and divisions of intellectual property rights.
Kazakhstan-Americal university helped to arrange for in Ust-Kamenogorsk a workshop and give consultations for specialists from Ulbinskiy metallurgical plant with respect to protection of inventions in the sphere of metallurgy.
We performed work to train and provide for refreshing courses for employees of the institute. For the purpose to enhance the quality of performing expertises, two employees from the department of expertise of inventions and useful models undertook training at workshops at the European Patent Office majoring in the following specialties: peculiarities of expertise of inventions in the sphere of chemistry, peculiarities of expertise of inventions in the sphere of mechanics and electricity.
Two experts from the same department were trained at the Federal institute of industrial property Rосpatent as follows: "Problematic issues of inventions' expertise", "Меthodology for selection of perspective inventions", "Changes in RST procedure". Upon trainings at the institute there were held appropriate workshops.
In 2004, 17 employees of the institute undertook and successfully completed long-distance learning at the WIPO World Academy.
Promotional activities (seminars, exhibitions, visits, advertising, etc.)
In March-April 2004, NIIP employees actively took part in activity of the republican event "Intellect" held in accordance with orders of the Republic of Kazakhstan Ministry of Justice and Ministry of Education and Science. Within the framework of this event for the first time there was held the Republican contest of achievements in the sphere of inventing activity. Winners of the contest were determined in nominations: "Invention of the year" – three nominates, "Most active inventor", "Woman-inventor", "The youngest inventor". There was held the Round table for problems of trade marks protection with participation of representatives from the Ministry of Justice, Customs administration, Ministry of health care and higher educational institutions, in total near 15 organizations. NIIP representatives acted as initiators and speakers to discuss issues associated with counterfeits, discovery of violators of rights of trade marks owners.
At the scientific-practical conference "Оn strategy of industrial and innovation development of the Republic of Kazakhstan Kazakhstan" initiated by the RK Ministry of Justice NIIP representatives delivered reports on protection of industrial property objects, commercialization and their relations with innovation activity.
In June 2004 at the republican forum of inventors and innovators of Kazakhstan organized by the National engineering academy of the Republic of Kazakhstan there were reviewed legislative, scientific-technical, social-economic aspects of increase in the effectiveness of inventors and innovators activity. Management of NIIP and leading employees delivered reports on actual problems in the sphere of protection of rights to intellectual property objects - inventions, useful models, trade marks and service marks, commercialization and assessment of industrial property objects, informational support for activity in the sphere of protection of industrial property objects and gave answers to various questions of the forum participants.
In August 2004 in Aktobe city there was conducted the workshop for employees from the department of justice on issues related to protection of intellectual property objects with participation of N.N. Sakhipova – Chairperson of the Committee of Intellectual Property Rights under the RK Ministry of Justice and specialists of NIIP expertise departments.
At the meeting organized in October 2004 by the Committee of pharmaceutical, pharmacological and medical industry under the Republic of Kazakhstan Ministry of health care "Оn measures of suppression and distribution of forged medicines" NIIP representatives also delivered reports.
At the international conference "Аctual issues of production and application of veterinary biological preparations" in November 2004 an employee from the department of expertise of inventions and useful models presented a report on specific features of protection of rights to biotechnology objects.
Studies to identify trends in new technology, e.g., by the use of patent statistics, preparation of monographs, etc.
In order to implement the "Development of draft agreement on uniform principles in the sphere of intellectual property rights" we analyzed multilateral international-legal agreements of nations similar by the subject of legal regulations, namely NAFTA Agreement, Andes Agreement, ASEAN Agreement; many existing multilateral and bilateral international obligations of SEA countries related to the subject of the agreement and developed the Agreement adopted by the High-Level Group.
In order to fulfill the contract "Аnalytical note on the Republic of Kazakhstan legislation in the sphere of intellectual property rights in comparison with provisions of the TRIPS Agreement" we carried out an item-by-item analysis of the TRIPS Agreement versus 12 legislative acts of the Republic of Kazakhstan and as a result of which prepared a report on NIR implementation including conclusions and recommendations.

1. | Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. | Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.

3. | Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
