What should a user do if the free text qualifier value is longer than 1000 chars (and not the translation qualifier value)?
According to paragraph 86 of WIPO ST.26, free text qualifier values cannot exceed 1000 characters. The user should note that free text goes into qualifiers, which are attached to particular features. The best way to add additional text for a qualifier attached to a specific feature is to add another qualifier to the feature, not add another feature. For example, if the 'note' qualifier is longer than 1000 characters, then a second 'note' qualifier could be added. However, 1000 characters should be sufficient to provide any additional annotation that is required for a particular feature.
