Annual Technical Report on Industrial Design Information Activities in 2024 submitted by Federal Service for Intellectual Property (Rospatent)

In 2024, the Federal Institute of Industrial Property (FIPS), the subordinate body of Rospatent, organized the two thematic webinars for applicants and business representatives on industrial designs:

Classification Activities

In 2024, Rospatent contributed to the amendments of the 14th edition of the Locarno Classification and preparation of its 15th edition. As a result, 254 amendments were made to the 15th edition of the Locarno Classification, including four proposed by Rospatent. All changes have been translated into Russian, and the new version of the Locarno Classification was submitted for implementation in all information resources of Rospatent and FIPS.

    • FIPS examiners can access all freely available Internet resources containing information about industrial designs.

    • Minimum search scope: Russia, Germany, UK, Spain, USA, France, Japan, WIPO. Scope can include any generally available documents regardless of language, age, or type.

    • A regularly updated list of available databases is located on the internal network, covering resources from the minimum scope countries and ~70 additional countries/organizations, with web addresses and search descriptions.

    • Hague System Registrations searched in: International Designs Bulletin, Hague Express, Global Design Database.

    • In 2024, external users were granted access to the new Rospatent Search Platform containing industrial design information: https://searchplatform.rospatent.gov.ru/ 

  • Information products/services for external users (coverage, medium, access conditions):

    • Paragraph 2.2 of the Annual Report (page 47) referenced.

    • The Design Fund is free for external users. The Paper Designs Fund includes:

      • Collections of industrial design publications (RU/foreign bulletins 1992-2013)

      • Domestic/foreign books/periodicals on art design, technical aesthetics, advertising

      • Advertising brochures/catalogues (domestic/foreign orgs/firms)

    • Access via reading room at FIPS All-Russian Patent and Technical Library (VPTB FIPS).

    • To activate FIPS publishing on intellectual property for users, subscription-based information products continued in 2024, primarily electronic (CD/DVD/USB/FTP), with official bulletins central.   • Legal status information (kind, coverage, medium):

    • All patent document databases contain monthly updated legal status information.

    • Published in the Industrial Designs Official Gazette on FIPS and Rospatent websites.

    • Available via Open Registers on the Office website: https://www.fips.ru/registers-web/

    • Information on the legal status of industrial designs is published in the Rospatent Official Bulletins "Industrial Designs" on the FIPS and Rospatent websites, as well as in FIPS bulletins "Industrial Designs" on CD/DVD:

      • Information on the grant of Russian patents for industrial designs.

      • Information on changes made to the State Register of Industrial Designs of the Russian Federation (the "Notices" section of the bulletin). Since December 2017, the abovementioned types of notices have been published in the "Notices" section of the official bulletin.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO INDUSTRIAL DESIGN INFORMATION CARRIED OUT BY THE OFFICE


  • Specific software tools supporting business procedures within the Office: general description, characteristics, advantages, possible improvements
    In 2024, operation and development continued for the nine State information systems and five information systems. The technologies applied in their creation have enabled:

    1. Improvement of full-scale search across Russian and international patent documentation collections.

    2. Optimization of the decision-making process during formal examinations (fee accounting, initial verification of application documentation) to determine the possibility of performing legally significant actions, aiming to reduce time costs for decision-making.

    3. Issuance of an electronic title of protection and register extracts. The rights holder has access to the electronic document throughout its validity period and can submit such an electronic document to other authorities.

    4. Enhancement of the quality of informational search for similar images during substantive examination.

    5. Provision to applicants of the capability to file 3D models of the claimed objects within application materials.

    6. Increased efficiency of management decisions through the formation of electronic data arrays.

    7. Formation of electronic arrays of reference information, improved coordination of integration interaction, both between internal systems and between different Federal executive authorities and International authorities.
      The implementation of the new information infrastructure utilized modern approaches and technologies, unifying Rospatent's operational processes. Data exchange within the infrastructure is based on a unified data model compliant with international standards. Integration between systems was ensured using a common enterprise service bus, allowing for future development of the integration platform. The capability for programmatic integration with Rospatent's public services was provided.
      Rospatent's main plans for 2025 include further development of the created information systems and services, as well as the design and implementation of new technologies into the process of providing the agency's state services.

  • Hardware used to supporting business processes of the Office
    Equipment used (industrial design search systems):

    • HP DL380 server – 8 units. (RAM – 4GB, processors - 2, external memory – 300 GB)

    • QTech server – 2 units (RAM – 256GB, processors - 2, external memory – 2TB)

    • HP DL580 server – 5 units. (RAM – 16GB, processors - 4, external memory - 900 GB)

    • HP, IRBIS workstations - 75 units.
      Software:

    • Windows 2012 Server, Astra Linux operating systems.
      Carriers used:

    • LTO-7 magnetic tapes.

  • Internal databases: coverage, updates, interlinks with external sources
    As of December 31, 2024, the industrial designs database contained information on 109 thousand industrial design patents from 1993 to 2024 inclusive.

  • Establishment and maintenance of electronic search file: file building, updating, storage, documents from other offices included in the search file
    In 2024, the State Patent Collection was completed with electronic patent documents. Work continued on supplementing retrospective data with missing documents. Updating of the electronic patent documents is performed in real-time mode, incorporating documents from the Russian Federation, foreign Patent Offices, and organizations into the "Patent Search" information system.
    In 2024, examiners and external users were given the opportunity to conduct searches for industrial designs on the new Rospatent search platform: https://searchplatform.rospatent.gov.ru/

  • Administrative management electronic systems (register, legal status, statistics, and administrative support)
    Acceptance of industrial design applications for consideration is carried out via personal accounts of electronic services available on the Office's website and the Unified Portal of State Services.
    Registration of industrial design applications is performed in a unified application and incoming correspondence registration system; data is stored in a unified data warehouse; examination of application materials is carried out within an electronic document management system.
    The information system for converting documents from traditional formats to digital prepares documents in modern formats for subsequent formation of electronic application files and examination of documents during the provision of state services.
    The unified document repository ensures the preservation of documents and structured data in the WIPO ST.96 standard format as part of providing state services.
    The electronic document management system for examining industrial design applications provides access to application files, preparation of outgoing correspondence, control over all lifecycle processes of an application from filing to the examination decision, and monitoring of correspondence processing timelines and examination deadlines.

V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF INDUSTRIAL DESIGN INFORMATION


VI.INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF INDUSTRIAL DESIGN INFORMATION

Information on the following topics is desired:

  • International exchange of industrial design information in machine-readable form (e.g., Official Gazettes)
    Within the international exchange of information on industrial designs, FIPS publishes official Rospatent bulletins containing industrial design information on the FIPS FTP-server. Access is provided via login and password to the patent Offices of 47 foreign countries and 2 international organizations. In 2024, 62 design bulletins from 3 countries were added to the Design Collection: 13 paper bulletins, 13 bulletins on optical disks, and 36 bulletins downloaded from foreign patent Offices' websites.

  • Participation in international or regional activities and projects related to industrial design information

On March 18-20, 2024, Rospatent participated in the 47th Session of the WIPO Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications.

On July 9-17, 2024, the IP Office participated in the 65th Series of Meetings of the Assemblies of the WIPO Member States. During this period, Rospatent also attended the 44th Session of the Administrative Council of the Eurasian Patent Organization.

On September 30 - October 2, 2024, Rospatent participated in the Interregional Technical Meeting in Peru to finalize the draft Design Law Treaty ahead of the Diplomatic Conference.

On October 21-23, 2024, the IP Office participated in the 13th Session of the WIPO Working Group on the Legal Development of the Hague System.

On November 11-22, 2024, Rospatent participated in the Diplomatic Conference to Conclude and Adopt a Design Law Treaty.

  • Assistance to developing countries

During the 14th International Invention Fair of the Middle East (IIFME 2024) in February 2024, a Russian delegation led by FIPS Director Oleg Neretin held bilateral talks with representatives of the Kuwait Science Club and the Kuwait Ministry of Trade's Department of Patents & Trademarks. Parties presented their activities and discussed potential cooperation, including in science and education.

June 19-20, 2024: A seminar on Intellectual Property and the Protection of Traditional Knowledge and Traditional Cultural Expressions, organized by WIPO and Rospatent, was held at the Far Eastern Federal University in Vladivostok. Discussions included features of various IP objects, including industrial designs.

September 17, 2024: Russian-Venezuelan consultations on intellectual property were held via videoconference, including an overview of national industrial design registration systems and examination practices.

April 26, 2024: During the international conference ERA IP Quorum "Creative Property: Intellectual Economy" (Moscow, hybrid format), a BRICS countries session featured representatives from Rospatent and IP offices of South Africa, UAE, Brazil, China, Ethiopia, India, and Iran. Participants presented their national IP systems, agency functions, legislation, registrable IP objects, key initiatives, and international activities.

December 4, 2024: Rospatent hosted the closing event for the 2023-2024 joint project with the WIPO Office in the Russian Federation, aimed at improving IP knowledge among Russian SMEs. Topics discussed included IP objects such as industrial designs.
