I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN PATENT INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE
- Outline of main policies and plans aimed at development of patent information activities and expected time frames for their realization
- New projects launched or resumed this year in the context of the policies and plans mentioned above, short description: aims, partners, tasks
- Main areas of patent information activities and related information and communication technology (ICT) practices which were in the focus of attention last year
For the Hungarian Intellectual Property Office, 2025 confirmed the growing significance of intellectual property protection within Hungary’s innovation ecosystem, as stakeholders increasingly recognize the value of intellectual assets and make more conscious and strategic use of the mechanisms available for their protection and exploitation.
The medium-term institutional strategy, adopted in 2025, reaffirmed the Office’s mission: to contribute to enhancing domestic innovation and competitiveness through strengthening the protection of intellectual property. The strategy identifies customer-centric development of services, further improving digitalisation, and strengthening of international presence as key objectives. In addition, it places emphasis on active cooperation with the stakeholders of the innovation ecosystem, particularly with universities, research institutes, and enterprises, as well as on the development of awareness-raising activities.
Important achievement of 2025 was the enhancement of international presence. The Office’s experts played an active role in European and global working groups and also contributed to shaping international policy dialogue through earning several leadership positions in such groups. International cooperation not only enhances the recognition of the Hungarian intellectual property protection system but also creates opportunities for domestic experience to be incorporated into international practice and for best practices to be introduced in Hungary.
Digital competencies and IT developments also played a decisive role in the Office’s operations. In 2025, electronic administration expanded further, with a significant proportion of submissions already being received online, enabling more efficient and customer-friendly operations. An important milestone in digitalisation, communication, and customer information was the launch of the Office’s new website, renewed both in content and appearance, providing a structured and modern platform for customers and other parties interested. In addition, new webform-based filing system, data warehouse-based reporting solution, and modern data management developments also supported efficient operations.
It gives added significance to the period under review that in 2026 HIPO celebrates the 130th anniversary of its establishment, and preparations for this event constituted a defining element of the Office’s activities in 2025.
The activity of Hungarian applicants showed growth across multiple forms of protection, while the HIPO has continued to ensure the efficient and highly professional execution of its official functions despite an increasing workload. The rise in nationally filed patent applications originating from Hungary reflects that domestic inventors, enterprises, and research institutes — and particularly universities — are paying growing attention to the legal protection of their inventions, recognizing the economic and strategic significance of patent rights.
- Statistics: changes in terms of application filings and grants with respect to previous year; trends or areas experiencing rapid changes
Despite international stagnation, filing numbers in Hungary developed positively in 2025 again, as clear increase was observed in several forms of protection.
The number of patent applications filed through the national route increased by 11 %, while the number of utility model applications also increased, by 18 %, respectively.
