Annual Technical Report on Patent Information Activities in 2025 submitted by the National Intellectual Property Center of Georgia "Sakpatenti"
I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN PATENT INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE
The protection of inventions in Georgia is regulated by the Law of Georgia on Patents and the Instruction on Patent Procedures, which lays down the detailed rules governing patent filing, examination, grant and post-grant procedures. The relevant legislation is available on the official website of Sakpatenti: https://www.sakpatenti.gov.ge/en/page/39/
In recent years, Georgia has introduced important changes to its patent legislation to bring it closer to international and European standards.
In 2023, the Patent Law was amended in line with the European Patent Convention (EPC) and the Patent Law Treaty (PLT). The amendments updated the rules on patentability, publication of patent applications, substantive examination and patent invalidation.
In 2024, Georgia adopted the Law on Patent Attorneys, which sets out the rules on qualification, professional ethics, continuing education and professional liability of patent attorneys.
Another important development was the entry into force of the Validation Agreement between Georgia and the European Patent Organisation on 15 January 2024. Since then, National Intellectual Property Center of Georgia - Sakpatenti (hereinafter "Sakpatenti") has been receiving and processing European patent applications requesting validation in Georgia, giving applicants an additional way to obtain patent protection in the country.
II. SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE
Information and support for applicants
Applications for inventions and utility models may be filed either on paper or electronically. To encourage electronic filing, applicants receive a 20% reduction in the official filing fee when submitting applications electronically.
The electronic filing system is available at:
https://online.sakpatenti.gov.ge/ka/app/login/
Information on filing procedures, legislation and patent protection is available at:
https://www.sakpatenti.gov.ge/ka/page/94/
Information on official patent fees is available at: https://www.sakpatenti.gov.ge/en/page/264/
Availability of the application dossier in electronic form
Patent applications are processed through Sakpatenti's electronic case management system. Applicants may file patent applications electronically, communicate with the Office, and access their application dossiers through the system.
Classification activities
Sakpatenti classifies patent applications using the International Patent Classification (IPC).
Abstracting, reviewing and translation
Patent applications are published together with bibliographic data and abstracts.
III. SOURCES OF PATENT INFORMATION PROVIDED BY THE OFFICE
Sakpatenti publishes information on patent applications on its official website at the following address:
https://www.sakpatenti.gov.ge/en/search_engine/search/1/
In addition, the Official Bulletin of Industrial Property is published electronically twice a month and is available at the following link:
https://www.sakpatenti.gov.ge/en/publications/
IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE
Sakpatenti uses electronic systems to support the filing, processing, examination, publication and administration of patent applications. Electronic filing and case management improve the efficiency of business processes and communication with applicants.
Patent information is maintained in electronic form and is regularly updated. Patent examiners use both national records and international patent information resources when conducting patent searches.
The modernization of the electronic case management system, initiated in 2024, continued in 2025, covering all areas of intellectual property. The upgrade also included improvements to the electronic payment system. During the reporting period, a fully electronic workflow for the validation of European patents was implemented, enabling the processing of validation requests entirely through the electronic case management system.
V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF PATENT INFORMATION
At Sakpatenti, the Service Development and Citizen Services Division provides daily consultations on patent-related matters. Information on inventions and utility models is available both online and through in-person consultations.
To facilitate access to patent information and innovation tools, Sakpatenti, within the framework of its bilateral cooperation with the European Patent Office (EPO) and the implementation of the Validation Agreement, has provided access to the EPO PATLIB training platform for three Georgian universities: Ivane Javakhishvili Tbilisi State University, Georgian Technical University and Kutaisi International University.
Sakpatenti's IP Education and Training Center integrates patent information into its educational activities. The WIPO Academy distance learning course DL-101GE, available in Georgian since 2018, includes a dedicated module on the strategic use of patent information.
Sakpatenti also provides a preliminary patent search service based on international patent databases and non-patent literature. The service helps inventors assess the novelty and patentability of their inventions before filing a patent application and supports participants in national grant programmes, including those of the Shota Rustaveli National Science Foundation of Georgia and the Millennium Foundation.
VI. INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF PATENT INFORMATION
Sakpatenti, on the one hand, has access to both commercial and publicly available international patent databases and, on the other hand, exchanges and transmits patent information.
Patent data, including bibliographic data and other patent information, are transmitted to the World Intellectual Property Organization (WIPO), the European Patent Organisation (EPO), and the Eurasian Patent Organization (EAPO).
Examiners make use of international, regional and national patent databases and search tools, including WIPO PATENTSCOPE; the European Patent Office's systems, such as Espacenet, Ansera and the Global Patent Index (GPI); as well as other resources, including PatBase, FIPS, EAPATIS and Sakpatenti's national patent database, in order to conduct comprehensive prior art searches. These resources comprise both publicly accessible databases and specialized professional systems requiring institutional access or subscription.
Examiners also consult non-patent literature, including scientific and technical publications and databases such as Google Scholar. Access to specialized non-patent literature is facilitated through international programs such as ARDI (Access to Research for Development and Innovation) and ASPI (Access to Specialized Patent Information), which provide institutional access to scientific publications and specialized patent information resources.

VIII. OTHER RELATED MATTERS
Please include any other relevant information here.
1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.
2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.
3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
