A Special Information System (hereinafter referred to as SIS) has been created and is in operation at the Office, which provides access via the Internet to information on any industrial/intellectual property right (hereinafter referred to as IP/IPR) in the mode as close to real-time as possible. The search engine of the system, which has a universal search interface, provides open and authorized access to any document of the electronic dossier of an object. Two search engines are implemented in the SIS - simple and advanced. The advanced search has additional search tools, which can be used to limit the search by the type of IPR and legal status. Depending on the selected type and legal status, any search parameter can be selected.

  • Abstracting, reviewing, and translation of the information contained in patent documents

Abstracts and bibliographic data are formed routinely in Ukrainian language for publication on the Internet: in the SIS and in the specialized automated system (AS) "Inventions" - an automated system for supporting the processing of applications for registration of inventions and utility models.

Patent documentation in the specified volume (abstracts, titles and bibliographic data) was translated into English and uploaded to the SIS.

Translation of documentation for 2025 was carried out "step-by-step", that is, concurrently with the publication of each issue of the official electronic bulletin ”Industrial Property” in the SIS UANIPIO, translation of documentation array available in the corresponding issue of the bulletin was published. All translated documentation was uploaded to the SIS API of UANIPIO via a special module in the ”Inventions” AS and became available for use by both domestic and foreign intellectual property professionals, provided they used the SIS API.

In the reporting period, technical support was provided for the «Inventions» AS, and the system was adapted to comply with the new requirements of Ukrainian law regarding the protection of rights to inventions and utility models.

Central Electronic Document Archive (CEDA) is a database used for exchanging electronic documents between automated business systems and as an operational repository for documents in electronic form. Accordingly, the CEDA is used by all automated systems involved in the document flow of examination procedures, state registries, and general document management.

«Global Counterparts Catalog» AS, which includes an electronic numbering system, is an operational system that, upon request, issues a unique number for registering an item (applications, documents, cases, state registration numbers of IPRs), as well as a directory of sanctioned perrsons identified by decrees of the President of Ukraine. This system is also used for the automatic search and automated identification of sanctioned persons in automated technological systems.

The Integrated Search Portal (ISP) covers accessible disk-based collections from global databases and national information and patent databases, and is implemented according to the «single search window» principle. It allows users to search multiple databases simultaneously and display consolidated results.

The «Reference and Information Fund for Examinaiton» Integrated System is an electronic catalog that allows information from periodicals and books, non-patent literature, and new acquisitions to be entered into the database, with the aim of providing UANIPIO specialists with prompt access to the collection of scientific and technical, reference, legal, and regulatory and technical literature and periodicals, as well as providing information about available documentary resources, both in print and in electronic format, online. The electronic catalog enables the automated processing of new acquisitions, allows users to search for the necessary literature by author and title, and includes a search system for databases.

The «IPC Management» AS is an automated system that helps organize the translation of new versions of the IPC, which are released annually. «Incoming Documents» AS is an operational automated system through which electronic copies of paper documents received by mail or delivered by courier to the Office are transmitted to the automated business systems.

«Outgoing Documents» AS is a system that handles the preparation of paper documents for mailing: printing documents, grouping them by recipient, and organizing them into mailing registers. This AS also sends electronic documents depending on the selected communication channel: to an email address or to the EISEA user accounts.

SIS is aimed to automate the following processes:

  •         transferring data intended for publication from operational databases to a database accessible via the Internet;
  •         providing access to original document files using a 10-digit document identifier;

VIII. OTHER RELATED MATTERS

Please include any other relevant information here.

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
