Annual Technical Report 2005 on Industrial Design Information Activities submitted by Turkey (SCIT/ATR/ID/2005/TR)
Where URLs are requested below, it is preferred that either URLs which are likely to remain stable over time (three years or more) are provided, or home (main) page URLs are provided with a short explanation of how to access the corresponding information.
The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.
I. Evolution of registration activities
Changes experienced in terms of application filings and grants (registrations) with respect to the previous year
In the year 2005, the number of designs included in applications, in total, increased with a rate of 15% with respect to previous year.

Trends or areas experiencing rapid changes with respect to the previous year
The most popular areas of design applications (according to the Locarno Classes) are furnishing (Class 6-%25), textile piecegoods (Class 5-%24), clothings (Class 2-%8), building units (Class 25-%8) and household goods (Class 7-%6). Design applications for these areas cover 73 per cent of total design applications received in the year 2005. These five areas are generally the most demanded areas for design applications in Turkey.
II. Matters concerning the generation, reproduction, and distribution of industrial design documents and of secondary sources of industrial design information, i.e., official gazettes
Publishing, including printing, copying techniques and electronic printing
Entries in the Register concerning industrial designs is published in monthly Official Bulletins on paper. Documents for this Bulletin are generated in electronic environment and sent to the printing office which is an external company. In the year 2005, Bulletins are published on CD besides the paper ones.
Also all kind of documents received by the Institute have been scanned since November 2004 by the "Document Management System" program, for electronic archiving purposes.
Main types of announcements of the Office in the field of industrial design information
Announcement of the Institute for industrial designs is mainly made via the Official Bulletins, both on paper and on CD. The entries of registration are published in the Bulletin in the format which is compatible with WIPO standards (INID codes).
In addition to the registrations; corrections, changes in address or names of the holder, transfers, cancellations, legal actions, renewals and other announcements prescribed in the Regulation are published in the Bulletin.
Mass storage media and microforms used
All documents of the applications are scanned and stored in database in tif format. Also images of the designs are stored in jpeg format. The system of this storage has been used since November 2004, by "Document Management Sysytem" and application program which work in an integrated way.
Databases and office automation
In the year 2005, new software program has been launched and it has been used since May 2005. All kinds of operations can be performed in electronic environment by the new system. After having the data entered, the application or any request is sent automatically to the relevant person(s) and the examiner can retrieve the work from his/her worklist and finishes the work. After this stage, the result is enterd in the Register automatically and if it shall be published, it is sent to the publication list also. The new system provides tracking the files step by step in all procedures.
III. Matters concerning classifying, reclassifying and indexing of industrial design information according to the classification systems applied
The classification system used is the Locarno Classification (8th Ed.). the classification is used for administrative purposes.
IV. Search file establishment and upkeep
File building
All entries of the files are captured on database and also documents of the applications and other requests are scanned and stored in server, and these documents can be retrieved by entering both application or document number. Not all of the database is open to public, but design applications can be tracked by the applicants and also online search is open to public with the entries in the register.
Updating
Post registration procedures are performed according to the registration number, so the information is kept updated. for each registration.
Storage, including mass storage media
Bibliographic data and the scanned documents are stored in the database. Each document is coded with the relevant application or registration number.
V. Activities in the field of computerized search systems for industrial designs
In-house systems (online/offline)
In house search system provides search with a wide range of parameters usch as; application/registration number, applicant/holder, product name, designer, Locarno cadce, attorney, applicant reference number. Also diferent parameters can be used (document number or date) in different interfaces to search and view the documents.
Administrative management systems (e.g., register, legal status, statistics, administrative support, etc.)
Design register is updated upon each request such as; renewal, withdrawal, oppositions, chnges in the name, address, transfer, licence or other legal actions on the registration. Therefore the register is always kept updated. Also the system automatically signs the registration if it is not renewed in given period(s).
The system supplies statistics according to given time intervals on both application and design, registration, Locarno code, breakdown by cities (for domestic applications) and countries. Also number of operations performed in a given period can be supplied as a statistic.
For administrative support, workload of each staff can be seen from the program.
VI. Administration of industrial design services available to the public (relating to facilities, e.g., for lodging applications, registering designs, assisting clients with search procedures, obtaining official publications and registry extracts)
Online services suc as online search and online tracking are avaliable for the public. Also there is comprehensive information about design registration and protection system including legal texts, application guide, fees, fdorms, international registration for designs, FAQ sections.
VII. Matters concerning mutual exchange of industrial design documentation and information
VIII. Matters concerning education and training including technical assistance to developing countries
Promotional activities (seminars, exhibitions, visits, advertising, etc.)
TPI continued the promotion activies in 2005. In this context, totally 20 seminar and symposium was held in vairous cities. Also a 2 day international seminar on designs was held in June 2005.
