Annual Technical Report 2003 on Patent Information Activities submitted by Uzbekistan (SCIT/ATR/PI/2003/UZ)

The term "patent" covers utility models and Supplementary Protection Certificates (SPCs). Offices which issue design patents should report their design patent information activities in their Annual Technical Reports on Industrial Design Information Activities.
I. Evolution of patent activities
Inventions
In 2003 there were 1102 applications for granting of the patents on the inventions filed in SPO, which is a 20% increase in comparison with 2002. There were 931 applications, filed from the national applicants that make up 84 % of the total number of the applications on the inventions; the items of information on the applications for the inventions include petitions on transformation of preliminary patents and applications for granting preliminary patents in the applications for granting the patents on inventions (603). In the overall growth of number of the applications, filed in SPO, one has to observe the decrease of the number of applications, filed by foreign applicants - 171 applications (in 2002 - 201), from which 166 applications were filed under the PCT procedure. The quantitative correlation of the filed applications for 1999-2003 is given in Table 1 (see attached document).
The largest number of the applications is being filed on Section A (under IPC Sections)- «Satisfaction of vital personal needs» and on Section C - «Chemistry, metallurgy». The least popular sections are Section E - «Construction, mining» and Section H - «Electricity» (3%).
Utility models
In 2003 there were 62 applications filed in the Office, which was almost 17 % higher than in the previous year; the share of national applicants was 93,5%, the share of foreign applicants – 6,5%. The information on the applications on utility models includes the applications for the inventions modified into the applications on utility models (18). Quantitative indices on filing of the applications, execution of examination and registration of utility models for 1999-2003 are given in Table 2 (see attached document).
Leading section of the International Patent Classification (IPC) in 2003 was Section B- «Various technological processes», on which the filing of the applications on utility models was 48 % of the total of the filed applications. The applications for utility models on the following IPC Sections were not filed: C - «Chemistry, metallurgy», E - «Construction, mining».
II. Matters concerning the generation, reproduction, distribution and use of primary and secondary sources of patent information
The information on the registered inventions and utility models are published in sections of “Invention” and “Utility models” of the official bulletin “Rasmiy Ahborotnoma”, which is published on paper carrier.
The information on the inventions includes the bibliographic data and claims, on utility models - bibliographic data and abstract; all items of information are published in Russian and Uzbek languages.
In 2003 in the bulletins, information on 123 inventions and 29 utility models were published.
In 2003 the official publications of SPO included the following editions:
• 6 issues of the official bulletin «Rasmiy Ahborotnoma»;
• descriptions of inventions – 218;
• descriptions of utility models – 40;
• collection of annual indexes to the official bulletin «Rasmiy Ahborotnoma» (sections of indexes under inventions and utility models) - 1 volume.
For preparation of materials the database of the bibliographic information on basis MS FoxPro is used. During processing of applications, all documents concerning inventions, are scanned and kept in a facsimile kind in format TIFF. Descriptions and abstracts are distinguished by system OCR and drawings - in format TIFF are kept in format MS-Word.
For release of the official bulletin the equipment - 12 workstations HP Vectra VL is used. Assembly of the chapter of the bulletin under inventions is carried out manually in MS-Word environment. The new system of preparation of documents on basis Informix and language XML that will allow automating assembly of the bulletin is prepared to start.
III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents
Published patent documents under inventions and utility models include abstracts in Russian and Uzbek languages; abstracts are published in the official bulletin on utility models also in two languages.
Applications for inventions and utility models are classified according to the International Patent Classification of corresponding edition, since January 1, 2000, the 7th edition of IPC is used.
Identification of the bibliographic data (INID codes ), patent documents placed on the title page and in the patent bulletin, and unification of full texts is carried out according to recommended WIPO standards. For an effective utilization of INID codes, users of the patent documentation and the information department on a regular basis publish lists of codes in the official bulletin.
Processing of primary materials of applications (input, recognition, editing) is made by a special input group. The bibliographic data are supported and updated during the life cycle of the application by all departments involved in the process.
IV. Search file establishment and upkeep
Patent search for carrying out of scientific and technical examination of objects of industrial property is carried out on the basis of a collection of the State fund of the patent documentation (till 2002 - Republican patent library) which includes: the current and retrospective files of the national patent documentation, the foreign patent documentation, the countries included in the list - PCT minimum documentation. Besides there is patent-associated literature submitted by bibliographic search disks JOPAL.
The fund of national patent documents is submitted: descriptions of inventions to patents and preliminary patents and descriptions of utility models to certificates and patents since 1993. The fund is systematized on classification IPC indexes and under numbers of security documents.
Conditions of storage of the fund depend mostly on kinds of data carriers: patent documents on paper are stored in folders on metal racks, on CD ROM and DVD-ROM in stores on metal racks.
In 2003 the State fund of the patent documentation has been replenished with patent-information publications of 27 countries of the world, 2 international and one regional organization.
V. Activities in the field of computerized and other mechanized search systems
The database of the bibliographic data under inventions and utility models is developed and is used.
By means of the program of service of a database are carried out:
- Input and addition of the bibliographic data;
- Formation of documents (documents on correspondence with the applicant: inquiries, notices, decisions; register sheets, charters of immunity, the text for the official bulletin);
- Search on a database.
The base contains the bibliographic information. Full texts and drawings are not contained in this database and are placed separately in file storehouse, but are accessible to editing and viewing.
Access of experts to the patent databases, offered for realization of searches through the Internet, of various patent Offices is provided. Opportunities for carrying out searches in patent databases of the USA, the European Patent Office, WIPO have been extended.

Local Network
In the main building of SPO the local network with total of ports 400 is constructed. All ports switched also guarantee throughput 10/100/1000 Mbps. In a building of Patent library there is a local network on 24 ports with throughput 10/100 Mbps. Both local networks are incorporated into the whole by means of use short-range modems with throughput 168 Kb on rented at GTS the allocated lines. Local cable systems correspond to requirements to networks of 5 categories (standard ANSI EIA/TIA-568) and are constructed on the equipment of firm Mod-Tap.
Internet service.
SPO is connected to the Internet on the allocated radio channel. Speed of connection is 128 bps. The software is applied to protection of resources of an office LAN.

VI. Administration of the industrial property office library and services available to the public (relating to facilities, e.g., for lodging applications, for assisting clients on searching procedures, for obtaining official publications and registry extracts)
Formation and functioning of patent fund carries out the State fund of the patent documentation on the basis of which patent-information service by the domestic and foreign patent documentation both expert structure of SPO, and the broad audience of the public is carried out.
The general area of fund makes 871,2 sq. m:
- Office accommodations - 148,8 sq. m;
- Reading rooms - 197,7 sq. m;
- Storehouse - 524,7 sq. m
The fund is equipped with systems of the signal system and fire-prevention safety.
Acquisition is carried out on the international exchange, by way of a subscription and acquisition by own official publications; management of acquisition is carried out by administration of the State fund of the patent documentation. The collection on paper and microforms is located in basement storehouses, and on CD ROM and DVD-ROM disks - in stores on metal racks.
Delivery of patent documents is carried out directly in reading and computer halls of the fund, and also under the interlibrary subscription.
Attendance of the State fund of the patent documentation in 2003 was 6310 visitors; 579.369 patent documents have been given.
Information services include the automated patent search on CD ROM, and also patent search with use of the remote databases. Besides rendering services in a traditional mode - a thematic selection, selective distribution of the patent information by inquiries, copying, selection and delivery of documents by inquiries of readers, classification on IPC, NPC, to consultation of users.
VII. Matters concerning mutual exchange of patent documentation and information
The official bulletin of the Republic of Uzbekistan «Rasmiy ahborotnoma» with data on the registered inventions and utility models is dispatched to Patent Offices of the following countries: AM, AT, BG, BY, CA, CH, CZ, DE, her, FR, GB, GE, HR, JP, KG, KZ, LT, MD, RO, RU, TJ, TR, UA, US, and also to international organizations EPO, WIPO and regional organization EAPO.
SPO receives patent bulletins from 18 countries and the regional organization EAPO on paper. On CD-ROMs in 2003 official bulletins from three countries were received. Patent documents on CD-ROM and DVD-ROMs have been received from 9 countries, WIPO and EPO.
SPO participates in release of a joint regional patent-information product on CD-ROM being the collection of official publications of patent offices of states-participants of the CIS, and also EAPO. In 2003 six releases were prepared with the information on security documents of the Republic of Uzbekistan on the inventions, including 132 abstracts in three languages (English, Russian, Uzbek) and with them full descriptions of inventions in Russian, the processed document files are sent in FIPS Rospatent.
The permanent job of developing and conducting the Web-site of SPO open for access to the broad audience in users under www.patent.uz address was carried out. The primary goal of the Web-site is operative informing users on directions of activity of SPO, the order of its functioning, information services and editions. Work on creation of a site was conducted in view of recommended WIPO «Minimum of contents of network sites of Offices of the industrial property». Normative documents regulating organization and conducting of Web-site are developed and authorized.
VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries
One of the important actions that have been carried out in 2003 became the international seminar «Conditions of enforcement on protection of intellectual property in aspect of accession of Republic Uzbekistan to WTO». The seminar is organized by SPO in cooperation with USAID.
Under aegis of WIPO the National seminar «Patent Cooperation Treaty (PCT)» was held. The adviser of the Department of Least-Developed Countries (PCT), WIPO, made a number of reports on questions of positions of the treaty, procedure of filing and consideration of applications according to the PCT and advantages to less developed countries.
Employees of SPO organize and carry out trainings, including exit seminars directly in the organizations of the Republic. In 2003 SPO led 8 training seminars on various questions of legal protection of objects of intellectual property that have been attended by about 300 persons.
Representatives of the ministries, scientific, research and educational establishments, public organizations and business circles, patent attorneys and private businessmen took part in work of seminars.
Experts of SPO also read lectures in higher educational institutions of the Republic; in 2003 lectures were attended by almost 160 listeners.
During actions of a various rank carried out in 2003, 30 thematic exhibitions were organized; except for that exhibitions of new patent-information publications are on a regular basis prepared and exhibited at the State fund of the patent documentation.
Problem regular work with schoolboys with a view of revealing and preparation for creative work of gifted children and teenagers is special. Together with the Republican centre of technical creativity of pupils, two republican competitions of children's technical and design creativity, a number of educational employment on a patent right and information technologies are lead, summer holiday of children in improving camps is organized.
Constant propagation invention activity in mass media, including on the channel of national TV is organized.
IX. Other relevant matters
1. | Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. | Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.

3. | Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
