1. Proposed Revision: ST.92 Version 2.0
The International Bureau presented document CWS/13/20 REV, proposing a revision of WIPO Standard ST.92 to extend its scope beyond patents to include trademarks and industrial designs.
Key changes in the proposed revision include:
- Addition of descriptions and examples for industrial design and trademark priority documents
- Inclusion of mandatory and supplementary artifact folders for both new IP domains
- Definition of naming conventions for trademarks and designs
- Alignment with WIPO Standard ST.96 (harmonized naming, reuse of existing components)
- New archive format categories (ZIP, TAR) under the PDE namespace
- Version bumped to 2.0 due to non-backward-compatible changes
Two additional amendments were accepted during the session based on a proposal by EU IPO:
- Paragraph 11: Addition of MP3, MP4, and 3D file types to the mandatory artifact list (relevant for sound marks, multimedia marks and 3D designs)
- Paragraph 25: Addition of the hyphen ( - ) to the list of permitted characters in file and folder names
2. Implementation & Transition Period
The task force proposed the following transition framework, which was accepted by the CWS:

During the transition period, offices may continue using SFTP, TDA, and API V1 while progressively adopting API V2 / the PDDP format.
Brazil sought clarification and confirmed their understanding: after July 1, 2028, PDF + XML submissions will no longer be accepted — only the PDDP (ST.92) format will be valid.
China shared that they are applying for budget in 2026 to begin their system upgrade, and asked for clarity on transition support and handling of data exceeding size limits. The IB confirmed that training and coordination support would be provided during the transition, and that detailed scenarios for the various phases of implementation would be addressed under Agenda Item 7E.
3. Task Number 65 — Revised Description
The task force proposed updating the description of Task No. 65 to read:
"Ensure the necessary revision and updates of WIPO standard ST.92 and support IP offices for their implementation of the standard before July 1, 2028."
This was accepted without objection.
