I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN TRADEMARK INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE
Information on the following topics is desired:
In 2024, a total of 9,602 trademark applications were filed with 17,748 Classes. Of these, 4,345 were national applications and 5,257 were international applications. 25% of the applications originated from local applicants.
In recent years, there had been a consistent increase in the number of trademark applications submitted. However, from 2023, a significant decline was observed both in the number of applications and in the number of classes filed for trademark registration in Israel. number of applications and in the number of classes submitted for trademark registration in Israel.
In 2024, compared to the previous year, there was a 10% decrease in the number of applications and a 19% decrease in the number of classes.
This decline has contributed to a reduction in examination times. By the end of 2024, the average waiting time for a first examination had decreased to just 2–3 months, while the waiting time for re-examination was reduced to approximately one month.
Additionally, 298 international applications were filed through our office as the Office of Origin under the Madrid System.

Electronic Filing System
The Trademark E-Services System enables users to:
- File new trademark applications, including collective and certification marks;
- Submit other types of communications, such as responses to examination reports (irregularities), renewals, changes in the holder’s name, ownership transfers, licenses, and more.

Madrid e-filing system
Israel joined the Madrid e-filing system on 2023, Allowing Israeli applicants to file international trademark applications online, directly from their national registration.

Trademarks Journal
The Trademarks Journal is published electronically on a monthly basis on the first day of each month and is accessible at:

The Journal is available in both Excel and PDF formats, and can be downloaded, viewed and printed. The electronic version constitutes the official publication of the Journal. form of the Journal is the official version. All Trademarks Journals from February 2009 onwards are available online. The Journal includes trademark applications published for opposition (a three month opposition period).
These announcements include:
- The mark
- Application number (and IRN in the case of International registrations)
- Filing date
- Goods and/or services
- Name and address of the applicant and representative (if applicable).
- Priority claims (if applicable
In addition, he Journal provides updates on changes in registered trademarks such as changes in ownerships, licenses, changes of representatives etc.
The Journal also provide information regarding trademarks registered within the month, Trademarks that have been renewed and Trademarks that have expired.
Online Trademark search system and digital file access
A dedicated trademark database is available to the public. Users can search for registered and pending trademarks using various criteria. The system provides access to full application history, documents filed, status updates and legal proceedings.

Email Notification System
The Trademarks Department uses email as the primary method for outgoing correspondence.
Applicants and their representatives are encouraged to register their email addresses.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO TRADEMARK INFORMATION CARRIED OUT BY THE OFFICE

Specific software tools supporting business procedures within the Office:
We uses self-developed software to manage the entire lifecycle of trademark cases. This includes everything from receiving applications, conducting examinations, searching information, handling oppositions, registrations, cancellations, publications, classifications, appeals, and sending documents to clients.
- Characteristics:
- Built on a Client/Server architecture.
- Developed in C# (Object-Oriented programming).
- Advantages:
- Full control over internal processes and customization to the Office's specific needs.
- Broad coverage of all stages of trademark handling.
- Possible Improvements:
- The system is considered relatively old.
- It lacks support for Artificial Intelligence (AI) capabilities.
- It's recommended to upgrade to newer technologies to enhance integration capabilities, add AI functionality, and improve overall performance.
Hardware used to supporting business processes of the Office:
We utilize computing servers for our general IT infrastructure, mail servers for distributing correspondence, and laptops to enable remote work.

Our internal database primarily contains:
- Trademark application information and related documents
- Information about the examination process
- Conclusion information and associated documents
- Data on searches for similar trademarks
We have several key interlinks with external sources and systems:
- A connection to BI (Business Intelligence) reports for statistics and data extraction
- An integration with financial management systems
- A link to the corporation registration system
- An interface with the court system for rulings related to trademark registration
Administrative management electronic systems
Our system includes functions for registration, legal status, and sharing statistical data.
V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF TRADEMARK INFORMATION

In 2024 the ILPO made the trademark information available to the public in a variety of ways:
- Training on trademarks for patent attorneys and specialists in the field – six sessions in which theoretical knowledge and practical tools were imparted for selecting marks, registering them, and effectively managing proceedings before the court.
- Conferences, lectures, and courses:
○ A conference on the ways for register three-dimensional figures as trademarks and designs was held at the Tel Aviv District Bar Association.
○ Participation in a conference of young entrepreneurs in the Druze sector and giving a lecture on the subject of trademarks.
○ Holding several lectures in schools.
○ Lecture at the Directors' Training Course of the Israeli Corporations Authority in the Northern District.
○ The Legal Department and the Trademark Department, in cooperation with the Patent Attorneys Association, held a course on trademark law. The aim of the course was to deepen the familiarity of the patent attorneys and lawyers with the law, work practices and databases in the field of trademarks.
The aim of all of these activities is to ensure that more people in Israel will be aware of their rights in the field of intellectual property and will be able to exercise them in the best possible manner.
VI. INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF TRADEMARK INFORMATION

- Working Group on the legal development of the Madrid system - a professional group of representatives of the member states of the Madrid system. In this framework, they discuss how to improve and streamline the system for the International Registration of Trademarks.
- Working Group on the Lisbon Agreement (Appellations of Origin) - a professional group of representatives of the member states of the Agreement. In this framework, they discuss amendments and improvements to the law for the International Registration of Appellations of Origin.
- Nice Committee of Experts - in this framework, they discuss and suggest changes to the Nice Classification, which is a classification of goods and services in trademark registration.
