FIPS is adding the missing documents in the State Patent Collection (SPC) related to PatSearch and Open Registers: preparation of documents and transfer of data using the electronic means is in progress. More than 6 500 documents were prepared in 2022.
A new public service entitled "Accreditation of scientific and educational organizations wishing to carry out preliminary information search and preliminary patentability assessment for inventions and utility models" was introduced.

The Centre for Advanced Technologies, established on the FIPS basis, has been launched. The Center’s services help domestic companies to carry out a patent analysis of technologies or goods that left the Russian market, to make a preliminary patentability assessment of created technical solutions, to give recommendations on their comprehensive IP protection and its commercialization.

In 2022, 3 thematic webinars were held with the FIPS participation for applicants, representatives of the business community on the issues of filing application for inventions: "Requirement for sufficient disclosure in patenting created (or developed) technical solutions", "Patenting of pharmaceutical compositions, specifics of drafting patent claims of invention and description. Patenting of biologically active compounds, specifics of drafting patent claims of invention and description", "Implementation of the project on attraction of scientific and educational organizations to participate in examination". During 2022, there were 1 750 views of these webinars.

The FIPS all-Russian Patent and Technical Library (VPTB FIPS) Computer Room provides free individual training for users of electronic services to apply for inventions and utility models (on request).

During the 2022, in the course of work on the next Russian-language version of the IPC, all 1820 changes adopted as part of international work on the preparation of the IPC 2023 version were made to its text. All changes have been translated into Russian and included in the Russian-language machine-readable version of IPC-2023.01, published on the FIPS website for free public access and loaded into the Rospatent's internal search system.
- Abstracting, reviewing, and translation of the information contained in patent documents
In 2021, abstracts continued to be published in Russian and English for Russian patents granted for inventions as part of the Inventions and Utility Models Official Gazette and posted on the FIPS website.
With the aim of providing examiners and other categories of users with comfortable conditions when working with foreign patent documentation, immediate translation assistance is provided for patent documentation, both from Russian into other languages and from other languages into Russian, in both written and oral form.

Examiners primarily gain access to patent information through the in-house search system, PatSearch.
If the information contained in the PatSearch system is insufficient, examiners may use freely available Internet patent databases (mainly Espacenet, PATENTSCOPE, EAPATIS, and other national patent Offices’ databases). In order to view Korea applications’ file wrappers, examiners can access K-PION databases.
At the Examiners' workplaces there is access to the Questel ORBIT patent database.
When necessary, examiners could perform searches in the STNext databases for chemical and any other searches. In 2022, more than 399 searches in STNext were carried out.
Examiners also have access to information regarding Indian traditional knowledge, contained in TKDL database, in accordance with the agreement between CSIR and Rospatent.
In addition, examiners may perform searches in any source freely available on the Internet. For searches of nucleotide and amino acid sequences our examiners use freely available databases on the NCBI PubMed website: MEDLINE, Protein, Nucleotide BLAST databases, and EMBL-EBI BLAST databases by the European Bioinformatics Institute [GB].
In 2022, experts had access to the Questel Orbit database, SPRINGER NATURE resources, the EPO Global Patent Index resource (until June 27, 2022), the National e-Library, the Russian Science Citation Index on the eLibrary platform, KluwerIPLaw (until May 23, 2022).
Examiners have access to non-patent literature from the collections of the largest specialized libraries in Moscow, including printed publications and electronic resources, through the inter-library exchange system and the electronic document delivery system.

The Office website includes three resources for free information on inventions and utility models:
"Official Publications", where the data correspond to the Official Gazette for inventions and utility models from 2005 to the present.
"Open Registers": patents for inventions (since 1924), patents for utility models (since 1994), applications for inventions (since 1996), applications for utility models (since 2007).
Information search system: the composition and volume of data is identical to the "Open Registers", the search is possible by 26 attributes.

All patent documents in Russian databases contain information on current legal status that is updated three times a month.
The Automated Database (ADB) subsystems to determine legal status use the given official publications containing information on new registrations of protection titles and changes. Following publication of each Gazette, data on legal status are displayed on the Rospatent site in the Information Resources section. For inventions and utility models patent status may be "valid", "may terminate validity", "validity terminated, but may be restored", and "validity terminated".
Information on the legal status of inventions and utility models is published in the Rospatent’s Official Gazettes "Inventions. Utility Models" on CD/DVD and on the Rospatent site:
- information on the granting of Russian patents for inventions and utility models;
- information on amendments to the published data on applications for inventions and to entries in the State Registers of Inventions and Utility Models (Notifications section of the Gazette).
Information is provided in the Information Resources section of the Office website on registrations with an indication of the legal status or stage of prosecution of the registered subject matter in the Open Registers.

In 2022, the State Patent Fund was completed with electronic patent documents. The work on supplementing retrospective data with missing documents was continued. Updating of the electronic patent documents is performed in real-time mode with inclusion of the documents of the Russian Federation, foreign patent Offices and organizations in the information system "Patent Search".
Storage of paper patent documents (11 892 518 copies) is provided by the VPTB FIPS.
- Administrative management electronic systems (register, legal status, statistics, and administrative support)
Applications for inventions and utility models are accepted by e-filing system on the Office website or through the Public Services Portal.
The PPH, designed for filing applications for inventions and utility models, has the following features:
- uploading and downloading of electronic documents in the electronic application;
- planning the work of experts;
- calculation of statistics;
- providing access to the electronic application, the application components and bibliographic information;
- preparation of outgoing correspondence and signed decisions;
- preparation and transmission of data for publication;
- searching for registered applications.
The PPH is integrated with a single repository and e-filing system for inventions and utility models.
For inventions, utility models, the patent status can take the values of "in force", "terminating", "ceased to be in force, but can be restored", "ceased to be in force". Information on the legal status of inventions and utility models is published by "Open Registers" on the Office website.
In 2022, the State Register of Inventions and the State Register of Utility Models of the Russian Federation continued to fill in the records of electronic registers, i.e., the State Register of Inventions of the Russian Federation.
As on December 31, 2022, the electronic registries contained:
State Register of Inventions of the Russian Federation – 782 516 patents;
State Register of Utility Models of the Russian Federation – 212 803 patents.

The version of the PROMT system, as the main system used for machine translation of foreign information, is placed on the server and it is also integrated into two internal search systems: "PatSearch" and "Search Platform".
In the reporting year the PROMT system was rather improved in consequence of the increase in the number of dictionaries in various subject areas.
During the year training courses and consultations on PROMT functions and other translation tools were conducted for examiners regularly, including details on machine translation of foreign information sources.

VI. INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF PATENT INFORMATION

Currently, Rospatent carries out an international exchange of patent information with 57 countries and 6 international organizations.
Within the international exchange of patent information FIPS publishes the patent documentation of the Russian Federation on the FIPS FTP-server and provides access thereto via login and password to the patent Offices of 47 foreign countries and 4 international organizations.
To replenish the SPC 6 280 902 copies of full descriptions of foreign patent documents have been uploaded to the external circuit of the Information System "Search Platform" within the international exchange of patent information in 2022.
In 2022, 281 copies of patent forms from 5 countries were included in the State Patent Fund: 70 paper bulletins; 12 bulletins on optical disks and 199 bulletins downloaded from the foreign patent Offices websites.
In 2022, Rospatent, acting as a Receiving Office, transferred 898 registered copies of international applications and 715 certified copies of priority applications to WIPO electronically by means of PCT-EDI, without sending paper copies.
In 2022, 1 856 international search reports and written notes prepared by Rospatent, acting as an International Searching Authority, were transferred to WIPO electronically through PCT-EDI.
Acting as International Preliminary Examining Authority, Rospatent transferred 46 of the international preliminary examination reports to WIPO electronically through ePCT.

- Assistance to developing countries
An Agreement on Patent Search and Examination of Patent Applications of Developing Countries and an Agreement on Search for Prior Art in Developing Countries concluded on September 28, 1988 in Geneva (Switzerland) is in force between Rospatent and the IB WIPO. In 2022, no requests for such kind of work were received by Rospatent.

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.
2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office.
3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases.
