The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.
I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN INDUSTRIAL DESIGN INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE
Outline of main policies and plans aimed at development of industrial design information activities and expected time frames for their realization
According to the Georgian legislation on Design examination of applications is carried out on the base of searches conducted in local databases. Sakpatenti is providing free of charge consultation services to the public, aiming at raising public awareness, conducting preliminary searches for the Designs, assisting in drafting design applications and supporting innovation activities.
The main priority in this direction was establishment of e-filing system. The system was developed for filing applications on industrial design.

In 2013 a Powerful automated administration system of Intellectual Property titles were launched at the office, which is based on the modern technical means and software. The databases of the Intellectual Property titles. previously used only by Sakpatenti examiners during the Design Registration procedures, have already become accessible to the external users as well via the Internet. The new administration system includes electronic filling capabilities as well. The project was implemented with the support and funding of the USAID EPI program.
Statistics: changes in terms of application filings and grants (registrations) with respect to previous year; trends or areas experiencing rapid changes
In 2013, 310 applications for industrial designs were filed with Sakpatenti under the national and international procedures, which is by 21 % more as compared with the number of the 2012 data (244 applications filed for design). Of these, 49 applications for designs were filed under the national procedure which included 144 designs, and 261 application for design were filed under the international procedure, which included 1019 design to be considered.
Design applications filed with Sakpatenti under the national procedure in 2013, 39 were filed by local applicants, which is 79 % of the total amount, and 10 were filed by foreign applicants, which is 21 % of the total number.
The breakdown according to the countries of the 10 applications filed by foreign applicants under the national procedure follows: Ukraine -3, Turkey-3, Russian Federation -2, United Kingdom -1, United States of America- 1.
The dynamics of filing applications for design filed with Sakpatenti under the national procedure and on the basis of the international registration in 2009-2013 shows that the total number of applications received for consideration during last three years is about the same, but in 2013 was increased number of International Applications though number of applications filed under the national procedure decreased slightly.

The number of applications filed with Sakpatenti by local applicants in 2013, demonstrates that as compared with 2012 the number of applications filed by legal entities and natural persons decreased, but the percentage of applications filed by natural persons in 2013 is higher than those by filed by legal entities, and is 69 % of the total number, which is more by 5 % as compared in 2012.
In 2013, 205 applications were extended to the territory of Georgia on the basis of the International registration. They included 726 design filed for consideration.
The analysis of the local applications filed with Sakpatenti in 2009-2013 shows that their majority are objects that belong to Class 9 (tare, packages, containers) and are used for transportation or handling of goods. However, there were also objects such as furnishing, Foodstuffs, Graphic symbols and etc. Priority objects of protection with the request of the extension of the rights to Georgia under the international procedure again were watches and their accessories, jewelry and packing. Applicants from Switzerland, Germany and France again were especially active, but was increased number of applicants from Turkey.

A video clip is available, which gives applicants instructions on how to fill out an electronic application. In addition, the instruction and form are also published on the website, explaining how to fill out an application which is not filed in an electronic format.

Documents are classified using the Locarno classification (10th edition). Other classifications are not in use.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO INDUSTRIAL DESIGN INFORMATION CARRIED OUT BY THE OFFICE

System Architecture
The system has fully web-based and service oriented three-tier architecture. Information exchange between different layers of the system, as well as different sub-systems and modules are organized based on SOAP standards. The system packages functionality as a suite of interoperable services that can be used within multiple separate systems from several business domains.
Operating System
End Users: Currently all end users of the system are using Windows XP/Vista/7 operating system. No prospective changes in end users environment are under consideration. Web-based end-users interfaces requirement could potentially eliminate the risk of changes in the end-user environment.
Internal and external end-user interfaces are fully functional and supported from most popular browsers (MS Internet Explorer, Mozilla Firefox, and Google Chrome).
Application Languages
Application and interfaces are available on the Georgian language. There are no requirements for the multilingual interface.
The system allows entering some information in both Georgian and English languages. It generally relates to information, related to international Applications, as well as some information, assumed to be published and/or distributed outside of the internal system (web portal).
Hardware used to supporting business processes of the Office
Dell Systems server and storage is used for general database and application services. Canon Scanfront scanners are used for digitizing paper media

The internal database stores up to 800 domestic application dossiers and up to 2700 international application dossiers relating to the Hague system that are permanently updated. Some of the data are extracted as XML files and posted into the Office webdatabases accessible to public free of cost.

The system has one Audit interface, providing audit trail functionality and allowing searching, grouping and sorting information by cases, entities, operations, responsible units, executors, and etc. The system also has a comprehensive standard reporting interface, ad-hoc reporting preparation functionality as well as statistical reporting dashboard. The system also has administrative interface, allowing management of users and group of users, creating and editing classifiers and setting data visibility sets.
