Rospatent Search Platform

During implementation of the new information infrastructure, modern approaches and technologies were used, unifying Rospatent's operational processes. Data exchange within the infrastructure is based on a unified data model that complies with international standards. System integration was ensured through a common integration bus, allowing for future platform development. Capability for software integration with Rospatent's public services was provided.

One of the 2025 activities related to the patent information was the addition of missing documents to the State Patent Collection in PatSearch and Open Registers. The work started in mid-2018 and is still ongoing. In 2025, as part of the aforementioned project, 9.7 thousand patent documents from the retro archive were restored on an electronic medium.

  • Register of Inventions of the Russian Federation
  • Register of Utility Models of the Russian Federation
  • Register of Applications for the Grant of a Russian Federation Invention Patent
  • Register of Applications for the Grant of a Russian Federation Utility Model Patent

Information products (coverage, medium, etc.) available to examiners, including external documentation and databases

During the reporting year, examiners primarily gained access to patent information through the in-house search systems, PatSearch and Rospatent Search Platform. When the information contained in these search systems was insufficient, examiners used freely available Internet patent databases (Espacenet, PATENTSCOPE, EAPATIS, and other national patent offices' databases).

Additionally, examiners performed searches in any source freely available on the Internet. For searches of nucleotide and amino acid sequences, our examiners used freely available databases on the NCBI PubMed website: MEDLINE, Protein, Nucleotide BLAST databases, and EMBL-EBI BLAST databases by the European Bioinformatics Institute [GB].

Examiners also had access to:

  • The National Electronic Library
  • The Electronic Library of Dissertations of the Russian State Library
  • Electronic Reading Room of the Boris Yeltsin Presidential Library

When necessary, examiners performed searches in the STNext databases for chemical and other specialized searches. In 2025, 412 applications were searched in STNext.

Examiners in 2025 also had access to:

  • Orbit Intelligence by Questel
  • Springer Nature resources
  • The Wiley Journals Database

Examiners have access to non-patent literature from the collections of the 8 largest specialized libraries in Moscow, including both printed publications and electronic resources, through the inter-library exchange system and the electronic document delivery system.

The following web pages of the Office's website provide access to online publications:

Information products and services available to external users

The FIPS website provides three sources of free information on inventions and utility models:

  1. The "Official Publications" section, containing data from the Official Bulletin on Inventions and Utility Models (available from 2005 to present)
  2. The "Open Registers" section containing:
    • Invention registrations
    • Utility model registrations
    • Invention applications
    • Utility model applications
  3. An information retrieval system with data identical to those in the "Open Registers". An advanced search is available to users on a commercial basis

Since 2024, experts and external users have been able to work with the new Rospatent Search Platform, which contains patent information in both English and Russian. Search engines and databases with free access are provided to external users at the All-Russian Patent and Technical Library of FIPS (in Russian).

Access to information products and services:

Rospatent provides the following resources:

External users can access databases containing information on patents of the Russian Federation, foreign countries and international organizations free of charge in the electronic resources room of the All-Russian Patent and Technical Library of FIPS.

Legal status information

Information about legal status is published on the FIPS website in the "Open Registers" section and in Rospatent's Official Gazette "Inventions and Utility Models".

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE

Specific software tools supporting business procedures within the Office: general description, characteristics, advantages, possible improvements

In 2025, Rospatent continued to operate nine state information systems and five information systems. The services provided are client-centred. The technologies applied during the development of these systems have made it possible to:

  • Enhance full-scale search across Russian and international patent documentation repositories.
  • Optimize the decision-making process during formal examinations (including fee accounting and the primary review of documentation submitted with an application) to determine the possibility of performing legally significant actions, thereby reducing the time burden on decision-making.
  • Issue an electronic protective document and an extract from the register. The right holder has access to the electronic document for the duration of its validity and can submit such an electronic document to other authorities.
  • Improve the quality of information search as part of the substantive examination process.
  • Provide applicants with the ability to include 3D models in applications.
  • Increase the effectiveness of managerial decisions through the formation of electronic data sets.
  • Form electronic data sets of reference information, and improve the coordination of integration interaction, both between internal systems and between external federal executive bodies and international offices.
  • Reduce the number of documents required from applicants to file a patent application electronically via the Unified Portal of State Services of the Russian Federation (Gosuslugi), by leveraging reference information databases available from both internal and external federal executive authorities.
  • Reduce the timeframes for the formal examination of applications submitted via Gosuslugi by conducting automated service checks using reference information databases available from both internal and external federal executive authorities.

Hardware used to support business processes of the Office

The Office's technical infrastructure includes:

Server equipment:

  • Fujitsu M10-4S server (96 GB RAM, 20 processors, 200 TB external memory)

The search arrays of the internal search system include patent documents from Russia and the USSR, patent documentation from CIS countries, and documents from foreign countries included in the PCT minimum documentation. The system supports searching for non-patent literature on the website of the Russian Foundation for Basic Research Electronic Library. Additionally, all examiners have access to all free search systems of foreign patent offices.

In 2025, the Rospatent Search Platform was updated with the necessary data on published applications and registered patents to support comprehensive patent searches.

Application processing -- applications for inventions and utility models are accepted through:

  • e-filing system on the Rospatent website
  • Gosuslugi

International data exchange:

  • Electronic exchange with WIPO is conducted using PCT-EDI and ePCT technology
  • Compliance with WIPO ST.26, ST.36, ST.96 Standards

Additional technical specifications:

  • The systems support all stages of patent examination and registration
  • Integration with other IP office systems
  • Regular updates to maintain compatibility with international standards
  • Robust data backup and recovery procedures

Administrative management electronic systems (register, legal status, statistics, and administrative support)

System capabilities include:

  • workflow management for inventions and utility models applications
  • workflow for post-registration procedures (renewals, ownership changes, cancellations)

Applications for inventions and utility models are received for examination through personal accounts of electronic services available on the Office's website and the Unified Portal of State Services. Registration of applications is carried out in a unified system for registering applications and incoming correspondence, with data stored in a unified data storage. Examination of application materials is conducted in the electronic document management system.

The information system for converting documents from traditional to digital formats prepares documents in modern formats for subsequent formation of electronic application dossiers and processing during provision of state services. The unified document storage ensures preservation of documents and structured data in WIPO ST.96 Standard format as part of state service provision.

On assessment phase

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
