From a business point of view, the IP Office would need to amend the national filing procedures to allow applicants:

    • to make use of DAS for applications filed with the IP Office as a Depositing Office and,
    • to provide individual DAS access code to the IP Office as an Accessing office to retrieve priority documents from WIPO DAS.

Initially, the IP Office  would need to decide the scope of usage of WIPO DAS:

  • Type of DAS Office:
    • the IP Office would join WIPO DAS as Accessing Office only,
    • the IP Office  would join WIPO DAS as Depositing Office only,
    • or the IP Office would join WIPO DAS as Accessing and Depositing Office.
  • IP type coverage on WIPO DAS, to choose as many as the IP Office  would want to share, from the currently supported IP types(in WIPO DAS).:
    • Industrial Design,
    • Patents,
    • Utility models,
    • Trademarks

You will find a few introduction slides of the WIPO DAS system. The secure exchange of priority documents between your Office and WIPO can be done using the WIPO DAS Office portal to transfer and receive documents interactively without any IT investments or automation. You may find attached the documentation of the WIPO DAS Office portal. A remote demo session in English can be organized by my colleague Mr. Gabriel Berlicki Lorenzo, to introduce this system to your colleagues who would be interested and use it for DAS operation.

The way forward would be as follows:

1) Your Office decides on the scope of operation (e.g. patent priority documents only, patents and industrial designs priority documents, etc.).

2) WIPO will need two examples of published priority documents of each type of IP rights for testing purpose and the respective document number formats.

3) Please confirm whether you would consider the WIPO DAS implementation at your office using the secure web portal or the new api. WIPO will arrange testing with your Office to make sure that the exchange of priority documents is operational. In case of using the secure web portal, your colleagues would need to create individual test WIPO online accounts using this URL http://www5.wipo.int/wipoaccounts. Once their accounts are created, please send the emails used in the account creation to das.support@wipo.int. To use and test the new api to automate the document exchange process, please follow the instructions as documented in the WIPO DAS wiki (https://www3.wipo.int/confluence/display/dascg/a.-+New+DAS+exchange+API) to create your private and public key pair and share the public key to das.support@wipo.int.

4) Your Office would need to consider a few technical details as mentioned in the attached sample notification letter.

5) After that, WIPO would expect to receive a notification letter from your Office at least 8 weeks prior to the commencement of operation
