Annual Technical Report on Trademark Information Activities in 2024 submitted by Federal Service for Intellectual Property (Rospatent)

I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN TRADEMARK INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE

In 2024, the new Rospatent Search Platform was developed:  https://searchplatform.rospatent.gov.ru/

During implementation of the new information infrastructure, modern approaches and technologies were used, unifying Rospatent's operational processes. Data exchange within the infrastructure is based on a unified data model compliant with international standards. System integration was ensured through a common integration bus, allowing for future platform development. Capability for software integration with Rospatent's public services was provided. Main plans for 2025 include development of existing information systems and services, as well as design and implementation of new technologies for government services to reduce examination timelines.

Matters concerning classification

In 2024, the Department of International Registration Systems continued to participate in activities to improve the International Classification of Goods and Services (Nice Classification), in order to create conditions for the use of new WIPO standards in the Federal Intellectual Property Service and improve international classifications of industrial property:

  • Preparation of proposals for amendments to the 12th edition of the Nice Classification version 2025 (NCL12-2025) for the 35th session of the Committee of Experts on the Nice Classification of Goods and Services;

  • Preparation of an official translation into Russian of new and modified terms used in the NCL12-2025;

  • Translation into Russian and formatting of terms for the WIPO Manager of Goods and Services service and transfer of materials to the International Bureau;

  • Preparation of the terms of the NCL12-2025 in Russian in a special format for uploading to the Rospatent software package for use by interested parties in the electronic filing of trademark registration applications and for electronic accounting during the examination of applications received by the IP Office.

Use of electronic classification systems and pre-defined terms of the classification applied

Since 2011, a procedure of automatic electronic classification of the figurative elements of the input stream of images of national trademark and Madrid registration applications submitted from the WIPO International Office, under the sixth edition of the Vienna Classification, has been used. This was made possible in 2006 when the SILOIZ system of linguistic description and search for similarities in figurative elements was introduced, itself a sub-system of the automated system, Trademarks in force in the Russian Federation.

The results of classification as an additional service are provided to experts when examining claimed trademark designations.

Matters concerning processing of different types of non-traditional marks (e.g., three-dimensional, motion, hologram, color mark, etc.)

The Trademarks and Registration Division participates in the regulatory and method-related settlement of issues in the consideration of applications for registration of non-traditional trademarks, and the publication of corresponding information. Moreover, information received through Rospatent's involvement in the Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications is widely used.

In 2024, the following types of notifications on national and international trademark registrations were published. The forms of notifications on trademarks published in the Rospatent Official Gazette "Trademarks, Service Marks, Geographical Indications and Appellations of Origin" comply with WIPO Standard ST.17. The Office continued to publish notifications concerning trademarks protected in the Russian Federation through international registration systems.

During the reporting year, access was provided to the texts of international and domestic classifications via the Internet:

  • International Classification of Goods and Services (NCL, 12th edition version 2025) in English and Russian

  • Lexical and semantic identifier of goods and services (LEXINTU - 2025, 17th edition) in Russian, incorporating changes made in NCL 12-2025

  • Lexicographical information gazette of goods and services (LEXINFORM No. 23) in Russian

Information products and services available to external users

The FIPS website provides three sources of free information on trademarks, appellations of origin and geographical indications:

  1. "Official Publications" section, containing data corresponding to the Official Bulletin on Trademarks, Appellations of Origin and Geographical Indications (available from 2005 to present)

  2. "Open Registers" section containing:

    • Trademark registrations (from 1926 by filing date)

    • Appellations of origin registrations (from 1994)

    • Trademark applications (from 1991)

    • Well-known trademarks (from 2001)

    • Appellation of origin applications (from 2005)

    • Geographical indications (from 2020)

  3. Information retrieval system with data identical to "Open Registers" (except for GIs). Advanced search (including fuzzy search for word marks) is available to users on a commercial basis.

Information about legal status is published on the FIPS website in the "Open Registers" section and in Rospatent's Official Gazette "Trademarks, Service Marks, Geographical Indications and Appellations of Origin".

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO TRADEMARK INFORMATION CARRIED OUT BY THE OFFICE

The Office's technical infrastructure includes:

Server equipment:

  • Fujitsu M10-4S server (64GB RAM, 16 processors, 40TB external memory)

  • 23 HP DL380 servers (4GB RAM, 2 processors, 200GB external memory each)

  • 5 QTech servers (256GB RAM, 2 processors, 2TB external memory each)

  • 8 HP DL580 servers (16GB RAM, 4 processors, 600GB external memory each)

Internal databases: coverage, updates, interlinks with external sources

The database of published Russian trademarks contains information about 987 000 Russian trademark certificates from 1925 through 2024. This database is updated daily. Both examiners and external users have access to the search service for Russian trademarks. For examination purposes, the internal search system includes data from:

  • Russian trademarks

  • Appellations of origin

  • Geographical indications

  • Well-known trademarks

  • International trademarks (Madrid system)

Application processing:

  • Applications for trademarks, appellations of origin, and geographical indications are accepted through:

    • The e-filing system on the Office website

    • The Public Services Portal of the Russian Federation

System capabilities include:

  • Workflow management for trademarks, appellations of origin, and geographical indications applications

  • Workflow for post-registration procedures (renewals, ownership changes, cancellations)

  • Management of international registrations

International data exchange:

  • Electronic exchange with WIPO using MECA technology

VI. INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF TRADEMARK INFORMATION

 International Exchange of Trademark Information in Machine-Readable Form (e.g., Official Gazettes)

Within the framework of international cooperation on trademark information exchange, the Federal Institute of Industrial Property (FIPS), operating under Rospatent, systematically places official bulletins containing trademark information on its dedicated FTP server. This digital repository is made accessible through secure login credentials to the intellectual property offices of 45 foreign countries and 3 major international organizations specializing in intellectual property matters.

In the reporting year, the State Patent Collection was substantially enriched through this international exchange program. Specifically:

  • A total of 137 trademark bulletins were incorporated into the collection from 4 participating countries

  • The acquired materials were received in multiple formats to ensure comprehensive coverage:

    • 13 bulletins in traditional paper format

    • 13 bulletins distributed on optical discs (CD/DVD media)

    • 111 bulletins obtained through digital downloads directly from the official websites of foreign patent offices

This exchange program facilitates comprehensive access to international trademark data while ensuring the preservation of historical records in multiple media formats.

Participation in International and Regional Activities and Projects Related to Trademark Information

Throughout 2024, Rospatent actively participated in numerous high-level international forums and working groups concerning trademark information systems and legal frameworks:
