Annual Technical Report 2011 on Patent Information Activities submitted by Kyrgyzstan (CWS/ATR/PI/2011/KG)

The term "patent" covers utility models and Supplementary Protection Certificates (SPCs). Offices which issue design patents should report their design patent information activities in their Annual Technical Reports on Industrial Design Information Activities.
I. Evolution of patent activities
Trends or areas experiencing rapid changes with respect to the previous year
129 applications were filed to Kyrgyzpatent in 2011 for patents granting for inventions. The number of applications in this year reduced to 7,8% as compared with 2010.
88 inventions were registered by the State Register, including: patents – 0, patents under applicants’ responsibility– 88. The number of applications for utility models registration in 2011 reduced to 37,5% as compared with 2010 - 10 applications. The State Register contains 18 utility models.

II. Matters concerning the generation, reproduction, distribution and use of primary and secondary sources of patent information
12 numbers of Kyrgyzpatent’s Official Bulletins were issued in 2011 in Kyrgyz and Russian and on CD-ROM. They were sent in different countries and IP Offices with official data on issued patents and certificates, as well as official information on events taking place in Kyrgyzpatent during this period.
Bibliographic data and descriptions of patents for inventions and utility models, accordingly with the WIPO standards, are stored Kyrgyzpatent’s database in machine-readable form and paper carriers.
III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents
Kyrgyzpatent uses only the International Patent Classification (Strasburg Classification).
IV. Search file establishment and upkeep
Information search for patents granting in Kyrgyzstan is realized using materials given by applicants; by fund of registered and issued industrial designs in the Kyrgyz Republic; by databases of patent offices and organizations; other information sources. Search systems and available databases in the Internet are used for searching of information on industrial designs.
V. Activities in the field of computerized and other mechanized search systems
In-house systems (online/offline)
To examine applications the Office uses the own database of the Examination Department (SQL+Delphi); the separate interface is provided for every IP subject-matter. In the future it would be possible to use IPAS and PatentscopeWIPO, modernization of in-house database, usage of more advanced software and search methods.
External databases
Databases of other offices are used for applications examination: EAPATIS of the Eurasian Patent Office, search system on the web site of FIPS, database ESPACENET; infrequently may be used databases of the Japanese and the USA patent offices.
Administrative management systems (e.g., register, legal status, statistics and administrative support)
Registration and accounting of applications are kept in database of the Examination Department; accounting of statistic data is maintained on the base of different reports, the WIPO statistic forms (from the WIPO web site). The normative legal database Toktom, databases of the Ministry of Justice and the National Statistic Committee of the Kyrgyz Republic are used, too.
Equipment used (hardware, including the types of terminal and network used, and software), carriers used
• The Office is equipped by computers (more than 100 items), printers, scanners, local network and the Internet. Several servers in server room administer works of databases, internal network and the Internet.
• The standard license software is used made by Microsoft: Windows XP, Windows 7, Windows Server 2003, Windows Server 2008, SQL Server 2005, MSOffice. Documents are printed and stored generally on paper carriers. Archiving and storage of electronic databases may be provided too.
Existing online thesauri; their structure, presentation and usefulness for computerized searches
The systems ABBYY Lingvo, Google Translate and reference book of Kyrgyz language “Tamgakit” are used. They help to translate a content and information search on foreign web sites, particularly difficult technical terms, translate patent applications into Kyrgyz and correction of Kyrgyz orthography.
VI. Administration of the industrial property office library, and information products and services available to the public (relating to facilities, e.g., for lodging applications, for assisting clients on searching procedures, for obtaining official publications and registry extracts)
Every year the Library’s fund refreshes and increases. 462259 copies of literature and documentation were received in 2010. The Library’s fund at present time amounts 16934990 copies.
The Library’s work, aiming at information service on IP, has arranged in accordance with plans of the State Service of IP of the Kyrgyz Republic, as well as realization of state programs and priorities. During the year the following actions took place: 80 thematic exhibitions, 20306 references and consultations, 345 patent searches, 9 digests of information by materials of domestic mass media in Russian and Kyrgyz, 957 literature collections by requests of specialists.
37570 readers were users of information resources and services of the Library.
VII. Matters concerning mutual exchange of patent documentation and information
International or regional cooperation in the exchange of machine-readable information, e.g., bibliographic data, abstract and/or full text information
The activities has been realized by two Agreements «On joint publication of the regional patent information product on optic discs CD-ROM» with the Federal Institute of Industrial Property (FIPS) and Additional Agreement on use of the Eurasian patent information system between Eurasian Patent Office and Kyrgyzpatent. Under these agreements descriptions of inventions and utility models are sent every month in format Word – to EAPO and in XML – to FIPS. 88 inventions and 18 utility models were sent during 2011; as well as completely restored archive of titles of protection for precedent years (beginning from 1993). Abstracts of inventions and utility models are sent in two languages: Russian and English. In reply our Office receives monthly CD discs with patent information of the CIS countries. Information on discs is stored in format XML with its own search system “Mimosa”. Cooperation with the EAPO provides that descriptions shall be included in its database and to be available in the search system EAPATIS (Eurasian patent information system).
Medium used for exchange of priority documents
Information to be sent by e-mail to web sites of different offices with confirmation of data receipt. Retrospective data for the period 1993 to 2004 were sent on DVD discs in two copies.
Medium allowed for filing applications
Forms of applications may be filled in and filed in paper (forms are given in the Staff Division) or in electronic form (available on the web site of the Office www.patent.kg in the part “IP Subject matters”.
VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries (please indicate URLs of web pages of the Office’s website wherever appropriate)
The following international events were implemented with participation of Kyrgyzpatent officials:
• The 18th Session of the WIPO Intergovernmental Committee on IP and Genetic Resources, Traditional Knowledge and Folklore (May 3-13, 2011). During the meeting with Dr. Francis Gurry, WIPO Director General, the National Strategy of IP and Innovation Development in the Kyrgyz Republic was discussed, as well as issues of personal representation of regional specialists in the WIPO.
• International Symposium in Muscat (Oman) on the theme: IP and Sustainable Development; Documentation and Registration of Traditional Knowledge and Traditional Cultural Expressions, organized by the WIPO and public organizations of Oman (June 26-28, 2011).
• The 20th joint sitting of the Interstate Council on Issues of Industrial Property Protection and the Joint Work Commission of States-members of the Treaty on Cooperation on Infringements Suppression in the field of IP was held in September 2011 in Minsk (Belarus).
• The Forty-Ninth series of the Assemblies of the Member States of WIPO, including the Patent Cooperation Treaty (PCT) Union Assembly took place in Geneva from September 21 to October 5, 2011.
• The WIPO Global Symposium of IP Authorities “Services for Access to Knowledge in Promoting Innovation and Creativity” was held in Geneva on September 22-23, 2011.
• The International Conference on Knowledge-based Development and Innovative Entrepreneurship took place in Baku (Azerbaijan) on November 24-25, 2011.
• The 6th meeting of the Council on IP Issues under the Integration Committee of Eurasian Economic Community was held in Moscow on December 13-14, 2011.
• Training for Kyrgyzpatent officials in the EAPO, Japanese Office of IP (Tokyo), in the EPO (Munich).

X. Other relevant matters
1. | Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application. |
2. | Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner). Usually preclassification is applied by the administration of an office. |
3. | Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC). The new symbols are available on patent databases. |
